Job description

Reporting to the Director of Enterprise Applications in ITS, the Applications Developer/Analyst II position is funded by the Community Initiatives Bureau (CIB) and directly supports the activities of CIB to provide services to the residents of Boston. The Applications Developer/Analyst works closely with the Director of CIB and Division Directors within CIB to support and develop multiple systems used for environmental investigation and enforcement, permitting regulated industries, and analysis/reporting of data on the activities of CIB programs and divisions.
DUTIES:
  • Develop enterprise-wide applications and business solutions to support the Community Initiatives Bureau's divisions and programs. Perform multiple application development tasks following industry standard software engineering practices and design control processes.
  • Design, implement, and deploy AI-powered solutions - including integrations with large language model (LLM) APIs (e.g., Anthropic Claude, OpenAI, xAI Grok, and Azure AI Foundry) - to automate and enhance CIB and ITS business processes.
  • Implement and test new applications, integrations, reports, custom forms and workflows.
  • Work closely with all applicable cross-functional teams to fully understand all relevant business requirements, processes, and needs. Conduct systems requirement definition sessions.
  • Maintain appropriate coordination and communication with functional owners and users.
  • Support the creation, execution and documentation of functional and automated tests necessary to ensure that the delivered product meets requirements.
  • Prepare and maintain documentation of developed code and system customizations.
  • Apply project management skills for initiatives to improve business processes. Work with Bureaus and programs across BPHC to plan, develop and implement enterprise business solutions.
  • Ensure effective communication between non-technical and technical teams. Communicate project status and issues with various project stakeholders.
  • Provide training, management, and support for Enterprise applications.
  • Keep up to date with industry trends and developments.
  • Manage and monitor systems operations and resources to research, resolve, and track problems.
  • Respond to and resolve support tickets assigned to the enterprise applications team.
  • Maintain professional and technical knowledge by attending educational opportunities.
  • Use AI-assisted development tools (e.g., GitHub Copilot) to accelerate coding, testing, and documentation, while applying independent professional judgment to review, validate, and take ownership of any AI-generated output.
  • Identify and recommend opportunities to apply AI and automation to CIB/ITS systems and workflows, consistent with BPHC's AI policy and data governance standards.
  • Operates independently. Uses independent judgement and discretion to make decisions affecting the department and staff as it relates to unit operations/services and BPHC policy.
  • Perform other duties as required.

MINIMUM QUALIFICATIONS:
  • BS or MS in Computer Science or directly related field (e.g., Information Technology, Information Science)
  • 4 or more years of application development and support.
  • Experience implementing and deploying solutions that integrate large language model (LLM) APIs (e.g., Anthropic Claude, OpenAI, xAI Grok, and Azure AI Foundry) preferred.
  • Strong analytical skills, with the ability to independently analyze and document findings and recommend solutions.
  • Solid experience with data modeling and strong problem-solving skills.
  • Experience in developing web applications using Python, VB or C#, ASP.NET, .Net Framework, CSS, Ajax, JQuery, JavaScript and IIS, or modern equivalents (e.g., React, Node.js, or Python-based frameworks).
  • Experience using Microsoft Power platform (Power Apps, Power Automate and Power BI) is a plus.
  • Experience with SQL, PL/SQL and Relational Database queries.
  • Motivated to explore new technologies and learn new skills.
  • Familiarity with AI-assisted development tools (e.g., GitHub Copilot, Claude, ChatGPT) and the ability to critically review, test, and validate AI-generated code preferred.
  • Able to work independently as well as in a team setting.
  • Able to communicate effectively, verbally and in writing, and to interact effectively with internal and external audiences and peers.
  • Experience in healthcare, public health or government is a plus.
  • Commitment to learning new and emerging technologies.
