Purpose The Civil Engineer III leads the preparation of design plans, cost estimates, bid items, and unit pricing for green infrastructure and sewer pump related projects, and the review of stormwater management plans submitted for approval for development projects within the City of Milwaukee.
Essential Functions Project Design, Review, and Documentation Prepare and review engineering plans, specifications, cost estimates, and construction documents for green infrastructure projects. Prepare and review engineering plans, specifications, cost estimates, and construction documents for sewer bypass pump projects and sewer lift station projects. Review construction plans to ensure compliance with local standards, state regulations, and environmental requirements, including preparing applications for approval.
Coordinate with other disciplines, including water, roadways, street lighting, and private utilities. Plan Review and Staff Support Assign, review, and support the review by Civil Engineer IIs of Stormwater Management Plans for development projects. Assign, review, and support the work of the Engineering Technicians I, II, IV, and Vs performing field assessments, related record keeping and analysis.
Coordinate construction activities by maintaining project records, tracking contractor progress, and reviewing inspection reports. Regulatory Reporting, Coordination, and Legal Review Prepare and review engineering reports for regulatory agencies, including the WDNR and MMSD. Prepare and review engineering reports including inflow and infiltration studies and water quality studies.
Coordinate the maintenance of existing green infrastructure. Coordinate the maintenance of sewer bypass pumps and lift stations, including SCADA communication monitoring, preparation of sanitary sewer overflow (SSO) reports, and flow monitoring data. Review plats, certified surveys, proposed developments, and building permit applications for compliance with stormwater management rules and regulations.
Prepare Common Council Resolutions and appear at Council meetings. Prepare other legal documents such as easements, quitclaim deeds, and drainage agreements. Conditions of Employment Exerting up to 10 pounds of force occasionally, sitting, walking and standing. Required pre-employment tests include the following: Physical Exam Vision Exam Audio-Gram Drug Screen Minimum Requirements Bachelor's degree in Civil Engineering from a program accredited by the Accreditation Board for Engineering and Technology (ABET). Two years of full-time, professional civil engineering experience performing duties related to the essential functions of the position.

Candidates who meet the minimum requirements but did not graduate from an ABET-accredited school must provide proof of degree equivalency at the time of the departmental interview. Desirable Qualifications Registration as a Professional Engineer (PE). Knowledge, Skills, Abilities & Other Characteristics Technical Knowledge of stormwater management plan review requirements for development projects, including applicable submittals, design criteria, and compliance standards.
Knowledge of green infrastructure principles, design practices, construction methods, and maintenance considerations. Knowledge of sanitary sewer and wastewater system design, including gravity sewers, force mains, pump stations, and related appurtenances. Knowledge of regulatory requirements and reporting procedures for agencies such as the Wisconsin Department of Natural Resources (WDNR) and the Milwaukee Metropolitan Sewerage District (MMSD).
Knowledge of engineering design and drafting software, such as AutoCAD, MicroStation, and Civil 3D. Knowledge of Microsoft Office, including MS Word, Excel, Access, and Teams. Knowledge of stormwater modeling software such as HydroCAD or WinSLAMM.
Knowledge of Geographic Information Systems (GIS) applications. Skill in performing engineering analysis and design for sewer and wastewater infrastructure projects. Skill in engineering analysis, design, and preparation and review of plans, specifications, estimates, and construction documents.
Skill in reviewing development plans, utility plans, contractor submittals, shop drawings, and RFIs for technical compliance. Skill in reading and interpreting sewer maps, plans, and system records. Ability to apply engineering principles, codes, standards, and regulations to infrastructure planning, analysis, and design.
Communication and Interpersonal Verbal communication skills to clearly and concisely share information and present information to employees, the public, and officials. Ability to work cooperatively, effectively and fairly with the public, contractors, officials, co-workers, and management whose backgrounds may differ from one's own. Strong written communication skills, including the ability to prepare technical reports, professional correspondence, and related documentation.
Effective listening and negotiating skills for working with contractors, officials and the public. Ability to collaborate for successful project completion in the best interest of the City. Current Salary The current starting salary range (Pay Range 2MN) is $94,758-$115,501 annually, and the resident incentive salary range for City of Milwaukee residents is $98,548-$120,121 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
SPECIAL NOTE: Employees who possess a Professional Engineer (PE) License will be paid an additional 3%.
