Job description

The Senior .NET Application Developer will take ownership of a portfolio of business-critical applications spanning three generations of the .NET ecosystem: a modern .NET background-service integration platform, a Blazor-based web application, and a legacy ASP.NET Web Forms system. This role is central to Centro's technology ecosystem - supporting database management, source control, and application development across purchasing, fleet/vehicle maintenance, HR, and reporting functions. The ideal candidate is a strong SQL Server and C# generalist who is comfortable moving between modern architecture and legacy maintenance, and who can grow into ownership of cross-system integrations with outside vendor platforms. This position is salary exempt.
DUTIES:
1. Provide end-to-end software development and support, including interacting with other departments to develop user requirements and design efficient user interfaces; develop the software in accordance with the developed requirements, assist users with testing and debugging applications; integrate/interface with departmental systems as needed; create and maintain program documentation; conduct business process reengineering; develop and maintain security standards and procedures.
2. Custom development using Microsoft Visual Studio Professional and C#. Support and enhance internal custom Blazor and .NET web application, maintain and enhance custom Windows background services, API interfaces, and reports using data available from the numerous departmental business systems (i.e. human resources/payroll, fleet maintenance, operations scheduling software, accounting and purchasing software, hub bus schedule display, employee security system, banking positive pay feeds, fuel tracking system, etc.).
3. Enable application automation and data migration/integration between various applications (see list above) using Windows background services that pull from numerous SQL databases and third-party APIs. Keeps nightly/scheduled sync jobs and integrations running reliably, catching and resolving partial failures before they become business problems.
4. Develop customized business system reports using Crystal reports, Telerik reports, and the maintenance system custom report writer.
5. Manage software life cycle, software security, database administration, source control management, production migration and rollback strategies, risk mitigation, and disaster recovery strategies for custom code and systems. Utilize and maintain source control and versioning through Azure DevOps using Git. Utilize NuGet to keep code dependencies current and secure.
6. Maintain, monitor, and support the production and test Microsoft SQL Database Servers and Microsoft IIS Web Servers that the custom applications and the vendor applications rely on. Diagnose and resolve server, systems and software problems for custom code and vendor provided software.
7. Provide the in-house technical support of the human resources/payroll system. Support requirements include monitoring, debugging, and troubleshooting code/data, collaborating with external developers to debug issues, applying software updates and upgrades, ensuring the consistency of payroll database backups and the ability to recover databases when necessary.
8. Consult with and advise other software developers and various project teams regarding feasibility of proposed projects and actions; provide information and make recommendations regarding website development, data structure and other methods of exchanging, storing & retrieving information.
9. Coordinate with outside technology providers to create software necessary for external interfaces and data transfers.
  1. Evaluate new technologies and uses; assist with developing authority-wide technology strategies, policies, and procedures.
  2. Train and instruct users in how to use customized software applications; provides ongoing technical support. Provides technical assistance and support as needed.
  3. Serve as technical lead on assigned projects, providing work direction and technical guidance to interns and other software developers assigned. This duty involves day-to-day technical leadership and does not include supervisory authority over hiring, performance evaluation, or discipline.
  4. Provide documentation in support of Management Information Systems (MIS) internal controls and backup support for web sites, helpdesk, and provide on-call support as scheduled.
    14. Performs other related duties as assigned

REQUIREMENTS:
Education/Experience: Bachelor's degree in Computer Science, Information Technology, or related field; or an equivalent combination of education, training, and experience that demonstrates the required knowledge and skills.
  1. Seven to nine (7-9) years of progressively responsible experience in custom web application development, database administration, and IT systems support preferred; experience in a transit, public-sector, or other similarly regulated environment is preferred, but not required.
  2. Demonstrated experience developing production web-based applications and Windows services using Microsoft .NET, C#, and SQL Server.
  3. Expert knowledge of Microsoft .NET object-oriented programming, C# / .NET development across multiple framework generations - modern .NET (net10.0) and legacy .NET Framework 4.8, using Visual Studio.
  4. Strong SQL Server / T-SQL skills: SQL query language, stored procedures, functions, transactions etc. Good skills with Visual Basic, JavaScript, LINQ and other programming languages as required.
  5. Knowledge of data access technologies and patterns, including object-relational mapping (ORM) tools and direct data access methods, for building and maintaining reliable database-driven applications.
  6. Knowledge of integration technologies such as REST/SOAP APIs, XML, JSON, and file-based data exchange methods (e.g., secure file transfer and automated email delivery).
  7. Knowledge of Hyper-V and VMware vSphere administration and virtual machine configuration and management.
  8. Knowledge of Microsoft IIS Web Server set-up, configuration, code deployment, IIS administration, IIS and web site troubleshooting.
  9. Knowledge of authentication and authorization methods for web and service-based applications, including directory-based authentication and modern identity/token-based approaches.
  10. Strong knowledge of network protocols, network troubleshooting, and network administration. Assist with troubleshooting and maintaining the local area network server as needed.
  11. Working knowledge of cybersecurity best practices, including secure coding standards, vulnerability management, incident response procedures, secure configuration and secrets management, and applicable compliance considerations for systems managing financial and personal data.
  12. Familiarity with software testing, application logging, and monitoring practices that support reliable, maintainable production systems.
  13. Strong knowledge of software development tools, including Microsoft Visual Studio, NuGet, Git, SQL Server, Microsoft SQL Management Studio, Microsoft Office, Microsoft Teams, and other tools required to develop custom Windows web applications and services.
  14. Knowledge of operating systems: Windows Server 2019 through current and desktop versions Windows 11 Professional through current.
  15. This is an on-site position. No remote work is allowed.
