A Government Programmer is responsible for developing, maintaining, and securing software applications for government agencies. They work with programming languages, databases, and cybersecurity protocols to ensure efficient and compliant software systems. Their duties may include writing code, debugging programs, and collaborating with analysts and IT teams. This role often requires knowledge of federal and state regulations, as well as security clearance for handling sensitive data.
Government Programmers often develop, maintain, and secure software systems that support various public services, including public records databases, tax processing, and emergency response tools. They may work on modernizing legacy government platforms, integrating new security measures, or creating user-facing portals for citizens. Their daily responsibilities can include coding, troubleshooting software issues, collaborating with other IT specialists, and ensuring compliance with government security and accessibility standards. This role has a direct impact on the efficiency, security, and accessibility of essential services relied upon by the public, making the work both challenging and rewarding.
To thrive as a Government Programmer, you need a strong background in computer programming, software development, and information security, often supported by a bachelor’s degree in computer science or a related field. Experience with languages such as Java, Python, or C#, knowledge of government IT systems, and certifications like CompTIA Security+ or Certified Information Systems Security Professional (CISSP) are highly valued. Attention to detail, effective communication, and strong problem-solving skills help programmers excel when working on collaborative or cross-departmental teams. Mastery of these skills is crucial for maintaining secure, reliable, and compliant technology solutions within the public sector.

Quest Analytics is a leading healthcare technology company focused on improving provider network management and helping healthcare organizations ensure their members have access to the care they need. Our technology, data, and expertise support health plans, healthcare organizations, and government agencies as they navigate complex provider network, regulatory, and compliance requirements.
As Quest Analytics continues to expand its work with federal and state government organizations, we are helping solve increasingly complex challenges through innovative technology, data-driven solutions, and strong partnerships. This growth creates an exciting opportunity to help shape how we successfully deliver and scale government programs across new markets and jurisdictions.
Position SummaryThe Government Business Project Manager will lead the planning, coordination, and execution of high-impact government implementation projects, partnering across Product, Engineering, Client Services, Regulatory, and executive leadership. This role is ideal for someone who thrives in complex environments, knows how to turn broad requirements into actionable plans, and is comfortable holding teams accountable to commitments.
This is not a role focused solely on tracking status or facilitating meetings. We are looking for someone who will actively drive the work forward, surface risks early, resolve ambiguity, and ensure that projects stay on track from initial planning through go-live and steady-state operations.
The right person will bring a strong understanding of government healthcare environments, particularly CMS, Medicare, Medicaid, or related state and federal programs, and will be able to quickly understand how business, regulatory, product, and technology requirements come together.
Success in this role means that complex government initiatives have clear plans, measurable progress, visible ownership, and strong accountability. Risks are identified before they become escalations, teams understand what is expected of them and when, and leadership has confidence in the information being provided.
Most importantly, this person will help Quest Analytics scale its government business by creating the structure and discipline needed to successfully deliver increasingly complex programs across federal and state markets.
