JOB OVERVIEW:  Provide services and support as a Engineering Support (Senior Engineer Specialist) in the Transportation Industry Sector focussing on Engineering Solutions for clients such as United States Department of Transportation (DOT | FTA) | DOT Federal Transit Administration (FTA) | Region IV Puerto Rico Office Located In DOT Federal Transit Administration (FTA) Region IV PR Satellite Office - Federico Degetau Federal Building 150 Chardon Ave; Suite 370 Hato Rey, PR 00918 and across the CONUS - Region 4 | South East and The Caribbean Region.

LANGUAGE SKILLS AND ABILITIES: Assigned personnel must be proficient in both English and Spanish, with a deep understanding of technical terms in the field of Transportation Engineering in both languages.

RESPONSIBILITIES AND DUTIES

Senior Engineer Specialist(s) shall work alongside and provide onsite "technical assistance" to the resident Government Employees. Generally, THE Senior Engineer Specialist [Civil/Transportation Engineer] shall serve within the DOT Puerto Rico Federal Transit Administration (FTA) (referred to as Region IV PR Satellite Office), performing Senior Engineering Specialist duties for all matters involving The Federal Transit Administration (FTA) Grant Administration issues in all three modes of mass transit systems in PR: rail, bus, and ferries and performing the duties and deliverables listed in a Statement of Work (SOW) document.  The Senior Engineer Specialist [Civil/Transportation Engineer] will receive broad work directions from the resident government officials, and their work assignments shall be coordinated through the Contracting Officer Representative (COR). Other than providing technical direction, in coordination with the COR, the government officials shall not exercise any supervision or control over ProSidian Senior Engineer Specialist(s) performing the services.

The Senior Engineer Specialist [Civil/Transportation Engineer] shall perform Senior Engineering Specialist duties as a project management technical expert. The Senior Engineer Specialist [Civil/Transportation Engineer] will have the primary mission to execute the specific Task Deliverables listed below.  The Senior Engineer Specialist [Civil/Transportation Engineer] may be focused on the  Federal Transit Administration (FTA) PR recipients, which are considered big transit agencies that mainly provide rail, bus, and passenger ferry services and may serve as the primary subject matter expert in the technical matters of the rail, buses, and ferries.

The selected individual shall be assigned to one client engagement as Key personnel (Senior Engineer Specialist [Civil/Transportation Engineer]) available for at least one year unless they permanently leave ProSidian's employment.  Also, The Senior Engineer Specialist [Civil/Transportation Engineer] may be focused on the PR-designated recipient, its sub-recipients, rural direct recipients, and supporting The Federal Transit Administration (FTA) in any emerging initiative as they relate to the following tasks ten (10) general tasks:

  • Task 1: Provide Guidance and Assistance with Grants Management - support the Federal Transit Administration (FTA) program manager managers with engineering advice and guidance, assisting in the implementation and completion of The Federal Transit Administration (FTA) capital projects and grants that result in efficient, effective, safe, dependable, and maintainable mass transit systems. This includes pre-award and post- award support.
  • Task 2: Pre-award Support - conduct onsite visits during the grant development stage. The Senior Engineer Specialist [Civil/Transportation Engineer] shall identify when the recipient's actual and stated needs conflict and assure timely intervention when there are indications that the proposed project will not satisfy the Recipient's needs. Each Contractor furnished key personnel shall perform a technical review of the grant application to ensure compliance with The Federal Transit Administration (FTA) program requirements and eligibility. The Senior Engineer Specialist [Civil/Transportation Engineer] shall also assist in the analysis of completeness and accuracy of cost estimates, project schedule, real state, risk assessments, and/or specialized studies as directed.
  • Task 3: Post-award Support - conduct inspections of projects during construction and rehabilitation, including coordinating site visit schedules. Contractors' furnished key personnel shall assist in project management and oversight activities, including contract review, invoice review, supporting documentation, and adherence to grant terms. The Senior Engineer Specialist [Civil/Transportation Engineer] shall provide technical advice and guidance to recipients on approved projects. Key personnel shall also analyze problems that arise during the development and management of projects and helps formulate practical solutions that are often adopted as a general engineering practice. In addition, key personnel shall also assist the  Federal Transit Administration (FTA) program manager in organizing monitoring review meetings with selected recipients, including developing agendas, taking meeting notes and assisting with technical expertise, and following up with actions. The Senior Engineer Specialist [Civil/Transportation Engineer] shall also assist in reviewing the completeness and accuracy of select financial and milestones progress reports, closeouts, and disposition requests, among others.
  • Task 4: Operations Support - conduct monitoring visits during project operations. Duties include analyzing complex problems, including special studies, as directed. Review and evaluate if the Recipient adequately performs required preventive maintenance activities for its The Federal Transit Administration (FTA)-funded projects.
  • Task 5: Recipients' Technical Capacity and Capability Reviews - provide support in the review and evaluation of the recipients (including designated recipient and its sub-recipients)' management, organization, and project definition data to assist the  Federal Transit Administration (FTA) in determining the recipients' technical capacity and capability, to implement proposed and current Federal projects efficiently and effectively. This includes the following: 5a) The assessment shall include key recipients' personnel and recipient consultant personnel interviews, a review of the recipient's organization, policies, procedures, and line of authority (including succession planning), as well as a review of recipients' consultants and their contractors, and how these consultants are being integrated into the Recipient's organization without conflict of interest.; 5b) If, in the opinion of the Contractor, the recipient does not possess the technical capacity and/or capability to carry out the proposed project, the Contractor may be required to make written recommendations to correct the deficiencies identified.
  • Task 6: Provide Understanding and Compliance with The Federal Transit Administration (FTA)'s Objectives and Requirements - support Recipients in understanding compliance with The Federal Transit Administration (FTA)'s programs, objectives, policies, and requirements. This includes the following: 6a) Gathering and analyzing The Federal Transit Administration (FTA) oversight review (e.g., comprehensive triennial review, state management reviews, etc.) findings responses to reach full compliance.; 6b) Assist The Federal Transit Administration (FTA) in overseeing recipients' procurement of rolling stock, services, and equipment to help achieve The Federal Transit Administration (FTA)'s procurement requirements.
  • Task 7: Review Recipient's Safety and Security Management Projects - review and evaluate if the recipient is adequately performing required safety and security management activities for its The Federal Transit Administration (FTA)- funded projects.
  • Task 8: Review and Evaluate Recipient's Fleet Management Plans - review and evaluate recipients' Fleet Management plans. The Contractor shall also assess the extent to which the recipient has met the requirement to have a Fleet Management Plan, as well as the Recipient's ability to carry out the Plan. Key personnel shall first examine whether all the required factors have been included in the Plan and then provide opinions on whether the Plan is the following: 8a) Feasible, based on the resources immediately available to the recipient. 8b) Sustainable, based on the long-term infrastructure and anticipated resources available to the recipients. 8c) Comprehensive, based on its consideration of the required factors to properly maintain and operate the new or refurbished vehicles contemplated.
  • Task 9: Conduct Onsite Inspections and Identify Fleet Management Best Practices - may be asked to share knowledge of fleet management practices with the Recipient and serve as a resource by lending their experience and knowledge of other plans that exhibit "best practices" in the industry. The Federal Transit Administration (FTA) may require the key personnel to conduct onsite inspections of equipment, related facilities, data, documentation, or records to evaluate the Recipient's effectiveness in implementing the Fleet Management Plan in conformance with the grant agreement, sound operating or engineering practices, or other statutory and administrative requirements. Inspection visits may be required, for example, to follow up on information received from the Recipient about an event with a significant impact on the project.
  • Task 10: Recommend and Support The Federal Transit Administration (FTA) in Developing Innovative Strategies and their Implementation toward Achieving the Existing or Emerging Agency's Goals - may be tasked to help The Federal Transit Administration (FTA) staff organize virtual or in-person training, webinars, and other learning activities for The Federal Transit Administration (FTA) recipients, designated recipients, and their sub-recipients. Key personnel might also be requested to have one-on-one meetings with transit agencies in the area. These visits aim to provide technical assistance to solve problems, speed up project progress, and identify issues or gaps that need The Federal Transit Administration (FTA)'s attention. Implementing strategies may involve coordination with other organizations, such as non-profits or other federal or local agencies.
