Job description

Job Title: PROGRAM MANAGERDepartment: OperationsReports To: DirectorClassification: ExemptSalary: $60,000-$75,000------------------------------------------------------------------------------------------------SUMMARYThe Program Manager will oversee and assume responsibility for implementing a variety of federal and state grant-funded projects. The Program Manager will work with senior management to form a program team in accordance with the specific terms of the grant, specify the roles and responsibilities of that team, and purchase items within the budgetary constraints up to the limits set by the finance department. The Program Manager must be able to develop a full understanding of the grant's specific terms, including all aspects of program management, reporting, and direct service provisions.

Currently, The WorkPlace has two open positions for Program Managers in its youth division and its employer engagement unit. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Provides leadership and oversight for the day-to-day implementation of assigned workforce development programs, ensuring compliance with all federal, state, local, and organizational requirements while achieving program goals, performance measures, and contract deliverables. Leads program planning, implementation, evaluation, and continuous improvement by analyzing performance data, identifying trends, recommending operational enhancements, and implementing corrective actions to improve service quality and outcomes.

Develops, maintains, and strengthens collaborative relationships with employers, educational institutions, community organizations, vendors, government agencies, and other stakeholders to support program success and expand opportunities for participants. Collaborates with senior leadership and Fiscal staff to manage program budgets, monitor expenditures, forecast funding utilization, and ensure effective stewardship of grant resources. Provides leadership in the development of operational systems, policies, procedures, participant engagement strategies, and program tools that promote efficient service delivery, regulatory compliance, and positive participant outcomes.

Monitors contractor, vendor, and partner performance to ensure contractual compliance, quality service delivery, and achievement of established program objectives. Serves as the program subject matter expert and represents The WorkPlace with funders, government agencies, community partners, employers, committees, and public forums as appropriate. Prepares and submits accurate and timely program reports, performance data, narrative summaries, and other required documentation to funding agencies and senior leadership.

Collaborates with internal departments, including Marketing and Communications, to support outreach, recruitment, community engagement, and program promotion. Performs other duties as assigned.
