Description

The Systems Engineering and Technical Assistance (SETA) Analyst Supports the Navy Director of Innovation Protection Policies Program Manager position in: the development of investigative capabilities/tools and substantive analysis of, the national and economic security risks arising from new and emerging technologies -esp. as relates to the missions of the DOW, Navy, and ONR, the national innovation ecosystem and the Defense Industrial Base. Conducts research, produces reports and analyses, assists in management and execution of program tasking.


Professionalism, discretion, and communication skills. This person may interface with senior leaders both within the organization, state government, other federal agencies, and business. They must have a professional demeanor and be able to communicate courteously and professionally. Must be an independent thinker who can solve problems tactfully when they arise. May need to think creatively to find relevant materials in emerging areas of technology, law and policy. Critical thinking and strategic analysis skills a must. Comfortable with gathering research and making recommendations in the face of ambiguity. Works independently and can complete assignments in timely manner. Works collaboratively with others. 


Requirements

-Active SECRET level clearance or ability to obtain and maintain a SECRET level clearance.

-Education: Technical degree in Science or Engineering 


Key Responsibilities: 

-Familiarity with MS Office products and Adobe

-Can organize and archive research results for later retrieval in a systemic manner

-Can prepare written memorandum and presentations of research results 

-Acquires familiarity and facility with department specialized research tools such as Lexis, patent research tools, scientific literature, and financial research tools and completes research assignments employing those tools.


Report Writing and Analysis

-Preparation of reports and presentations including complex documents and publication ready research documents. Advanced expertise with MS Word, Google docs, MS Powerpoint and similar tools, especially use of footnotes, creating table of contents, endnotes, figure labeling using the tools embedded in those programs, and equation editors. Use of Adobe to create, edit and sign documents.

-Can organize results to prepare charts and graphs in a manner that conveys complex data in a digestible form.

-Interfaces with Security, Legislative Affairs, and Public Affairs as needed to comply with organization policies for release of information to stakeholders.


Program Management 

-Acquisitions: if not a P card or warrant holder, knowledge of these processes and how to work with acquisitions, budget and contracts personnel to obtain resources needed by departments.

-Budgeting- knowledge of Excel and ability to assist with tracking and managing budget expenditures with the assistance of the organization's finance personnel

-Assists in the preparation of budget documents, management of contracts, scheduling meetings, and other clerical overhead tasking 

-Tracking of training requirements to include continuing education requirements.


Advanced Legal and Patent Research Skills

-Familiar with Legal Research Tools 

-Graduate of accredited law school or has passed the bar in one of the 50 US States or Territories. Prefer registered patent attorney currently licensed to practice but not required. No disciplinary record or history.

-Preferably with knowledge in one or more of the following areas of law:

  • International trade law
  • Intellectual property law
  • Data and privacy law
  • Artificial intelligence
  • Computer and technology law
  • USPTO Rules and Procedures
  • Standards 
  • Economics of law and policy

Location:

Onsite at the Office of Naval Research (ONR) in Arlington, VA (some telework authorized) 


Compensation: $100,000-$130,000 (annualized USD).  This range represents the standard pay for this role and is just one component of ATSI's total compensation package. The offered rate will be based on the selected candidate's knowledge, skills, abilities, and/or experience.
