INTRODUCTION The Chief Financial Officer (CFO) assists the Dean of John A.

Burns School of Medicine (JABSOM) and the Director of the UH Cancer Center in overseeing all of the financial and administrative operations for the JABSOM and the University of Hawaii Cancer Center (UHCC), respectively, both co-located at the UH Kaka'ako Health and Wellness Campus (Kaka'ako campus).The responsibilities of this position include functional areas such as: finance and fiscal management, human resources, information technology administration and data security, facilities, property management, auxiliary services, plant operations and maintenance, capital improvement, and affiliations and business affairs with external partners (health systems, faculty practice plans and others) in support of instruction, research, public service, and clinical services. Additionally, this position works closely with the JABSOM Associate Deans, other UHCC leaders, and health system partners to ensure effective and efficient management of grants and clinical trials. DUTIES AND RESPONSIBILITIES Assist the Dean and the Director of the UHCC in the overall day-to-day administration of all JABSOM and UHCC financial, administrative, and business operations, including working on the Dean's and Director's behalf to oversee all functional areas for the JABSOM and UHCC business administration relating to planning, policy development, and program supervision

Develop and implement policies and procedures for JABSOM and UHCC. Under the direction of the Dean, serve as CFO for the JABSOM and the UHCC to ensure compliance with all state, federal, and university rules and regulations. Ensures the mission, vision, and goals of JABSOM and UHCC are met to continually maintain the highest quality in medical care, teaching, and research.

Provide comprehensive and strategic financial planning and control. Prepare and execute the budget for JABSOM and the UHCC. Oversee and manage JABSOM and UHCC's sponsored contracts and grants for the Manoa campus and off-campus programs.

Develop long and medium-range plans designed to enhance revenue support for the school and UHCC. Work with the affiliated faculty practice plans at Hawai'i Pacific Health, The Queen's Health System, and University Health Partners of Hawai'i and the Hawai'i Cancer Consortium to help JABSOM and UHCC faculty meet the educational, research, and clinical missions. Collaborate with the affiliated health systems and University Health Partners to design and implement appropriate compensation plans or incentive programs for basic science, academic clinicians, or clinician-scientist faculty.

Oversee and manage the broad areas of risk management and quality assurance, compliance, human resources, budgeting, billing and collections and accounts receivable, and programmatic development in collaboration with partners in the health care industry to fulfill service needs. On behalf of the Dean, oversee the negotiation and administration of all health care contracts, leases, and affiliation agreements for JABSOM and the UHCC. Oversee and manage the business operations necessary to meet specific accreditation requirements for the overall medical school (Liaison Committee for Medical Education (LCME)), the Communication Science and Disorders (Speech-Language Pathology) program (American Speech-Language-Hearing Association (ASHA)), and the Medical Technologist program (National Accrediting Agency for Clinical Laboratory Services (NAACLS).

Work with Hawai'i Residency Programs, Inc. and other health system partners to support the JABSOM Sponsoring Institutional accreditation for graduate medical educational programs by the Accreditation Council on Graduate Medical Education (ACGME). Work with the UHCC Director to ensure the financial and administrative systems and operations support maintaining the National Cancer Institute (NCI) UHCC Support Grant (CCSG P30) and the NCI designation as a UHCC.

Plan and coordinate capital improvement projects, and keep the Dean and UHCC Director abreast of status. Oversee the daily management of the UHCC facility and various JABSOM facilities, including Kaka'ako, Gold Bond, and the numerous hospital locations, ensuring compliance with federal and state laws, university policies, and occupational health and safety regulations. Oversee and manage the daily administration of IT services and functions.

Collaborate with department chairs, program directors, and medical center executives to develop and nurture strong working and clinical learning environments among JABSOM-affiliated hospitals, community institutions, and organizations. Adhere to applicable laws, regulations, and policies and procedures of the University, raise awareness among staff, and direct them in such a way that University compliance requirements are met. Identify and mitigate through policy development/revision/enhancement and training, areas of risk and developing risk to the University, e.g., legal, financial, reputation, and compliance risk, and ensure the team is aware and focused on addressing the same

All other duties as assigned by the Dean. MINIMUM QUALIFICATIONS Bachelor's degree in business administration, accounting, finance, management, or related field. 8 years of experience working at the senior level as a chief financial officer, chief accounting officer, or chief administrative officer in the public or private sector.

Demonstrated working knowledge of the principles of governmental accounting, public sector human resources management, fiscal administration, and procurement. Demonstrated working knowledge of the financial and administrative requirements of instruction, research, and service in a higher education setting. Thorough knowledge of the principles and practices of medical education and business affairs in an LCME-accredited medical school.

Knowledge of the practices and policies involved in the administration of a medical school. Knowledge of and experience with hospital/healthcare organizations and legislative structures, developing productive relationships in complex environments, and constructively managing political forces. Demonstrated ability to establish and maintain effective working relationships with multiple constituencies, including medical resources in the community, state, nationally, or internationally.

Ability to communicate and negotiate effectively with internal and external constituencies, both orally and in writing. Demonstrated planning, organizational, and management skills. Ability to work effectively in an administrative organization with demonstrated commitment to consultative processes and a strong understanding of shared governance.

Demonstrated working knowledge of the principles of sponsored research administration. Familiarity with the operations and financial structure of hospitals, health care institutions, and group practices. Understanding of the basic requirements of risk management for professional medical services.

Ability to comprehend and interpret administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices. DESIRABLE QUALIFICATIONS Advanced degree in business, law, or health administration. 5 years of financial or administrative experience working in an accredited medical school, university, medical center, or other health care institution.

Knowledge of the practices and policies of NCI-designated UHCCs. Understanding of the basic requirements needed for conducting clinical trials.
