As a Global Supply Chain Program Manager 3, located in Salt Lake City, UT, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one. FT remote work is not available.
The Global Supply Chain Program Manager 3 will be responsible and accountable for the strategy, planning, budget, and execution of all material and services content for a critical strategic program.
Job Duties:
  • Accountable to the Program Management Office (PMO) for the entire Global Supply Chain (GSC) organization and coordinates cross-functionally to ensure that supply chain commitments are met
  • Is the Program Manager accountable to meet material budget requirements to support the PMO financial commitments
  • Accountable for supply chain program execution including material budget, resource planning, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution
  • Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process including leading the material estimating process and establishing and negotiating the budget with the PMO
  • Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies
  • Ensures mitigation plans are developed and executed to address any programmatic risks related to suppliers or supply chain execution
  • Briefs the PMO and executive management on program status and any necessary action plans to address issues affecting program supply chain cost and schedule performance
  • Lead and drive initiatives to reduce cost and improve efficiency
  • Work cohesively with leaders in other disciplines such as engineering, operations, quality, and other personnel to manage material performance and ensure delivery of hardware to support production needs within budget
  • Position requires on-site presence and travel between three major production facilities in northern Utah

Basic Qualifications:
  • Bachelor's degree and 8+ years' experience in program management, project management, purchasing, or related field - OR - Master's degree and 6+ years' experience in program management, project management, purchasing, or related field; in lieu of degree an additional 4+ years of experience may be considered
  • Prior program or project management experience successfully executing budgets and schedules of significant scope and complexity
  • Ability to work high level strategic initiatives that impact long-term business goals in addition to urgent requirements to support day to day operations
  • Experience and comfort level working and supporting Earned Value Management requirements
  • Experience leading the implementation and executing material program plans to meet program objectives
  • Skilled in developing and implementing risk mitigation strategies
  • Strong interpersonal skills with an ability to communicate feedback in a manner that fosters collaboration, trust, and builds positive relationships
  • Ability to mentor and motivate others to meet complex objectives
  • Competence to work in an integrated team environment and influence change
  • Skilled and comfortable communicating and interfacing with high level leadership
  • Knowledge and experience in government contracting requirements and regulations (e.g. FAR, DFARS, ITAR, etc.)
  • Skill set to work through others to influence change and drive objectives
  • Ability to travel up to 15% of the time

Preferred Qualifications:
  • Master of Business Administration
  • Capability to read technical drawings and documents
  • Understanding of hardware, material requirements, and critical suppliers for solid rocket motors
  • Expertise in supporting complex proposals of significant value
  • High Proficiency working with MRP/ERP systems
  • Ability to communicate complex technical information internal customers
  • Experience and understanding FAR/DFAR provisions including the requirements necessary to maintain a government approved contractor approved purchasing system (CPSR)
  • Ability to communicate complex technical information to internal and external customers

Primary Level Salary Range: $151,500.00 - $227,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
