Director, Project Management Office (PMO) โ€” Biologics CDMO


A growing biologics contract development and manufacturing organization (CDMO) is seeking a Director to lead the Project Management Office at its Syracuse-area campus. This is a senior leadership role overseeing portfolio governance, project execution, and cross-functional alignment across client programs and internal strategic initiatives.


The Role

You'll lead the PMO function site-wide โ€” setting governance standards, operating frameworks, and performance metrics that drive visibility and predictability across the project portfolio. You'll act as a strategic partner to site leadership and a senior client-facing point of contact, working closely with Manufacturing, Development (PD/AS&T), MSAT, Quality, Supply Chain, Finance, and Business Development on complex biologics programs.


Key Responsibilities

  • Lead PMO strategy, governance, and talent development for the site, aligning with global PMO standards
  • Oversee execution of client and internal projects against scope, timeline, budget, quality, and customer expectations
  • Direct portfolio governance: project reviews, milestone tracking, escalation management, and reporting to site and global leadership
  • Serve as senior client liaison, leading Joint Steering Committee meetings and program governance forums
  • Own PMO financial oversight โ€” forecasting, budgeting, change impact visibility, and cost control
  • Lead, coach, and develop a team of project managers
  • Support new business onboarding, technical transfers, and change control in partnership with BD and Operations


What You'll Bring

  • Bachelor's degree in Engineering, Life Sciences, Business, or related field (advanced degree a plus)
  • 12+ years of relevant experience, with significant time in biopharma and/or CDMO
  • Proven leadership in PMO, program/alliance management, or related operational leadership over complex biologics programs
  • Track record leading cGMP manufacturing, technical transfer, and end-to-end client programs within a CDMO environment
  • Experience building or scaling PMO governance frameworks and portfolio reporting
  • Strong people leadership experience with direct reports in a matrixed organization
  • Demonstrated ability to influence senior leaders and clients to drive alignment and outcomes
  • PMP or equivalent certification preferred
  • Proficiency with MS Project, Smartsheet, Power BI, or similar PPM tools
