Job Description The GIS Coordinator performs a variety of technical office and field duties updating, maintaining, analyzing, and supporting the city's Geographic Information System (GIS) and GIS-based software platforms using GIS, database, and information management applications. In addition to traditional GIS responsibilities, this position supports, configures, and develops tools within citywide software systems that rely on GIS data, including but not limited to government workflows such as permits, licenses, inspections, service requests, code enforcement, records, and public portals (ex. Accela) and platforms that combine municipal property and departmental data into map-based tools for code enforcement, blight tracking, vacancy monitoring, and data-driven decision-making (ex.

Tolemi). Assists in developing and defining GIS, data collection, and software system standards, data quality standards, cartographic standards, and work unit procedures and schedules. Assists in the design, creation, and maintenance of GIS data networks and GIS-enabled software solutions.

Bachelor's degree (4-year) in Geographic Information Systems (GIS), Geography, Computer Science, Engineering, Information Systems, or a closely related field. Coursework or experience should include GIS, spatial analysis, databases, programming, and/or information technology. Equivalent combinations of education and experience may be considered where applicable.

Must be proficient with MS Office including Outlook, Excel, Access, and Word. Demonstrated experience working with GIS data, mapping, and spatial analysis. Experience supporting or administering GIS-based software systems (e.g., permitting, asset management, code enforcement, or data visualization platforms)

GISP (Certified GIS Professional) certification through the GIS Certification Institute preferred, or willingness to obtain within three years of hire. Pay rate is based on experience and position has progressively higher levels of responsibility with additional pay increases included. Hours Monday-Friday, 8:00am-4:30pm. Description of Duties Performs accurate and timely updates to the Department's and/or City's GIS files and data management records related to streets, sewer, water, storm systems, asset inventory, plats, parcels, rights-of-way, easements, city property, utilities, and related data layers.

Supports and administers GIS-based enterprise systems, including Accela and Tolemi or the like, ensuring spatial data accuracy, system functionality, and alignment with City workflows. Builds, configures, and maintains tools, workflows, forms, maps, dashboards, and reports within GIS-based software platforms, utilizing system configuration tools, scripting, or basic programming as appropriate. Performs quality control on GIS datasets by developing, running, and reviewing quality control reports on spatial integrity, attribute consistency, and alignment between GIS and other City software systems.

Performs quality control checks and data synchronization between GIS datasets and other City business systems such as maintenance management, customer service, project tracking, infrastructure inspection, and asset management software. May perform field collection of infrastructure location, structure, and condition information and integrates collected data into GIS and related enterprise systems. Provides technical information, troubleshooting, and assistance to city personnel and the public related to GIS data and GIS-enabled software platforms.

Initiates contact with city staff, utilities, engineering firms, vendors, and the public to verify information and resolve data or system issues. Performs spatial and non-spatial analysis to generate statistical, condition, compliance, and maintenance reports, technical maps, and software-based analytics for departments city-wide. Prepares effective presentations of information using appropriate cartographic elements, data visualization techniques, and software outputs, including maps, dashboards, and reports.

Supports integration of GIS data with other software systems, including databases, web applications, and internal tools; assists with automation and efficiency improvements using scripts or basic programming. Trains and supports city staff in the use of GIS, GIS-based enterprise software, data viewing tools, and associated applications. Develops and maintains GIS and GIS-software data standards, documentation (metadata), best practices, and workflows.

Manages and coordinates various plans and projects. Attends and participates in various meetings; prepares reports. This position is classified as Essential for citywide emergency response.

Asists other City departments with GIS mapping, analysis, and GIS-based software support as needed. Assists with testing, implementation, and ongoing support of new GIS-related software systems. Trains and provides input and feedback on the work of new and temporary staff members.

Performs other related duties as assigned. Following and maintaining safety standards. Office procedures, methods, and equipment including computers and applicable software applications.

Computer systems, interfaces, and data management. Ability to interpret a variety of instructions furnished by management in written, oral, diagram, or schedule form. Ability to read and understand Blueprints and Schematics.

Knowledge of mathematics, algebra, trigonometry, and geometry. Knowledge of civil engineering, mapping and surveying principles, terms, concepts, techniques and procedures. Knowledge of public works and engineering data and records management systems and practices.

Knowledge and ability to operate database and reporting applications. Analytical and problem solving skills. Ability to understand technical manuals and follow established procedures.

Ability to maintain records and prepare necessary technical reports. Ability to work independently and as part of a team. Good skills in oral and written communication, problem solving, and ability to learn to work independently with a minimum of supervision.

Ability to read, understand and translate engineering drawings, maps and legal descriptions. Ability to produce and maintain computer generated maps and other graphic presentations. Ability to establish and maintain effective working relationships with diverse groups of people such as contractors, engineers, developers, public officials and the general public.

Work environment has a degree of risk of exposure to various types of infectious diseases. Must be able to climb, crouch, crawl and possibly enter confined spaces during the routine process of performing various projects. Must be able to use hands, fingers, arms as well as be able to stand/sit for long periods.
