GIS SPECIALIST IIPUBLIC WORKS DEPTEngineering Division Pay Grade 6 GENERAL PURPOSEUnder the direction of the Engineering Division Manager, responsible for assisting the GIS Administrator to create and maintain the city-wide geographic information system. A GIS Specialist may be assigned responsibility for the following.GIS Database ManagementPublic Works IT Services/ComputersArcGIS ManagementApplication DevelopmentWeb MappingInterlocal GIS ServerGIS Project ManagementAddressingMappingDevelopment ReviewGIS Data And Software IntegrationData EntryGIS Analysis ESSENTIAL FUNCTIONSGIS Systems. Assist GIS Administrator in maintaining citywide GIS database including both relational and spatial databases. Does not require training to take care of intermediate level GIS tasks such as coding, application development, publishing services, creating web maps & apps, and has a basic understanding of the GIS System. Responsible for assisting in the overall technical management of the citywide geographic information system to include numerous work elements involving management of GIS data assets, developing and maintaining application interfaces, developing, maintaining, and integrating server based GIS technology, and providing user support.Design, maintain, and oversee GIS activities for city departments to ensure access for all department users; establish and implement standards and procedures for GIS data maintenance, application development, scripting, and administration; Work with staff to develop a high quality, multi-purpose GIS to meet specific needs. Develop applications, graphical user interfaces, design spatial and attribute data layers, and make various maps. Update maps as new data is received relative to new development, projects and other requirements. Review all development plans as well as convert data from various outside organizations into city GIS data.Fill requests for data, products, and services to staff and to private and public groups. Assist in design, development, management and implementation of GIS procedures and projects.Prepare GIS information for several types of meetings and may also attend those meetings. Both day and evening hours.Miscellaneous Duties as Assigned. Must be able to report to work on time as scheduled and abide by all city policies and procedures. Must work well with others and be a team player. Must be able to understand and follow oral and written instructions.Perform other duties as assigned. WORKING CONDITIONS/PHYSICAL AND MENTAL DEMANDSPhysical Demands. Requires moderate physical activity. Required to push, pull or lift medium weights. Required to work in difficult working positions. May have to stand, walk, or sit in uncomfortable positions.Working Conditions. Work will be performed in an office environment and outdoors with exposure to adverse weather conditions, hazardous materials, chemicals and fumes, and prolonged high noise levels. Often works in and around vehicular traffic. May at times include exposure to high stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances.Hazards. Occupational safety and health hazards may be encountered under controlled conditions. May be required to work unconventional work hours or shifts. POSITION QUALIFICATIONSMinimum Qualifications:Education: Bachelor's degree in GIS, GIS Certificate, Geography, or a closely related field.Experience:Zero to one (0-1) years of progressively responsible experience using GIS Systems, GIS databases, and/or GIS Online Servers or equivalent combination of education and experience..Licenses/Certifications: Valid Utah Driver's License.FEMA IS-100, IS-200, & IS-700 Certifications: Within one year of hire date. Certification would take place on the job.Necessary Knowledge, Skills and Abilities: Familiar with ESRI's ArcGIS environment, including: ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, ArcGIS WebApp Builder, ArcGIS Survey123, etc.Familiar with and able to operate under supervision Javascript, Python, Arcade/Attribute Rules, or other coding languages.Familiar with Microsoft SQL Server and Microsoft SQL Server Express environments.Knowledge of and experience with geodatabase administration.Working knowledge of and experience with server technology, maintaining websites, web development, and how they all work together.Ability to read, interpret, and draw legal descriptions;Understanding of address systems, address management and how they work. Ability to assign addresses/street names. Ability to learn AutoCAD under supervision. Working knowledge of Microsoft Office/Google SuiteAbility to communicate effectively, both orally and in writing. Ability to use graphic instructions such as blueprints, layouts or other visual aids. Ability to do graphics design, including manipulating images, pdfs, etc.Knowledge of digitizing and data manipulations procedures for geographic information systems. Familiar with data collection and management including digitizing, editing, photogrammetry, field mapping, etc. in a GIS environment. Understanding of GPS technology.
