Responsibilities

Empower AI is seeking a software development consultant to join our SBA team supporting disaster management and recovery for small businesses affected by natural disasters. This developer will be a key part of a team providing insights to our federal customer from a range of internal and external data sources to reduce the burdens on the American people following disasters.

The position is split between two major lines of effort. The first, leading a software development task using geospatial models and python to support agency situational awareness following disasters. Second, the Software Developer will lead the development of scripts and tools to optimize production activity for the cartographic and data analytical activities of the team.

Responsibilities:

  • Serves as subject matter expert on software and application development issues, to include supporting a team of other subject matter experts with clarification of requirements and an understanding of capabilities and constraints. Applies practical experience and theoretical knowledge and expertise to solution development. Lead software development of an ArcGIS Pro extension integrating machine learning modules, natural hazard data and vulnerability inventories. Collaborates with data scientists and data solutions professionals to fulfil requests for information from senior government officials, supporting critical government planning, and audit work. Ensures the accomplishment of project activities and objectives. Provides a broad range of consulting services, including program planning, strategy development, program execution, evaluation, and policy development. Utilizes experience and expertise to contribute to the development of deliverables. Leads or assists in discussions and meetings with the client or project team. Performs a variety of tasks that require both practical and experience and theoretical, state-of-the-art, technical knowledge in specialty areas. An eagerness to learn and discover new data and techniques is essential for this innovative application of geospatial modeling.

 

 

Qualifications

Qualifications:

  • Ability to support the technical aspects of data analysis, tool development, and system integration on a number of hosted and desktop environments. Deep knowledge of Python and related libraries supporting data analytics, and familiarity with all or some of the following: R, SAS, SQL. Knowledge of cloud technology to include AWS (Amazon Web Services) and ArcGIS Online. Familiarity with Snowflake data warehouse technology preferred but not required. Experience with coding integration with internal and external databases and websites through APIs and other means. Knowledge of Esri products and services to include ArcGIS, datasets and maps, scripting and notebooks and other development resources. Knowledge of data science and business intelligence applications like Tableau, Power BI and ArcGIS Online applications. Familiarity with Jira, GitHub or similar project management tools and experience supporting DevOps programs in agile and waterfall approaches. Previous experience having worked on programs for the federal or state and local government supporting disaster management, such as FEMA, is preferred. Familiarity with a range of geospatial information relating to natural hazard or natural phenomena such as weather and geological hazards. Excellent communication and documenting habits

            Currently holding or able to receive a Public Trust level of clearance

            Bachelors degree in computer programming, Geographic Information Systems or other related field

               5 Years of experience
