SUMMARY  

The GIS Technician performs technical geospatial work supporting GBRA's enterprise Geographic Information System (GIS) and related business applications. The position is responsible for maintaining the accuracy, integrity, and accessibility of enterprise spatial data used to support water, wastewater, engineering, environmental, land management, and other operational business functions. Responsibilities include maintaining GIS datasets, supporting enterprise GIS integrations with business systems such as NEXGEN Asset Management, assisting with implementation of Esri Utility Network and Parcel Fabric initiatives, producing GIS products, supporting mobile GIS operations, and providing technical assistance to internal users. The position is primarily office-based with occasional field activities supporting data verification and operational initiatives. 


ESSENTIAL DUTIES AND RESPONSIBILITIES   

  • Develop, maintain, edit, validate, and improve enterprise GIS datasets supporting utility infrastructure, land assets, easements, rights-of-way, leases, and other organizational assets.  
  • Perform quality assurance and quality control (QA/QC) of spatial and attribute data to ensure accuracy, completeness, consistency, and adherence to established GIS standards.  
  • Maintain GIS integration with the NEXGEN Asset Management System, including synchronization, asset reconciliation, troubleshooting synchronization issues, and supporting ongoing data integrity between systems.  
  • Participate in asset lifecycle management by ensuring new, modified, and retired infrastructure assets are accurately represented within both GIS and enterprise asset management systems.  
  • Support implementation and continual improvement of GBRA's Esri Utility Network and Parcel Fabric environments through data preparation, validation, topology review, and attribute standardization.  
  • Maintain enterprise geodatabases and assist with database organization, documentation, metadata, and long-term data stewardship.  
  • Receive, evaluate, integrate, and maintain GIS information obtained from engineering consultants, surveyors, contractors, internal departments, CAD drawings, aerial imagery, legal descriptions, historical mapping, and other authoritative sources.  
  • Convert CAD and other engineering data into GIS datasets while maintaining established data quality standards.  
  • Process spatial data through established GIS workflows, including publication of map services, web maps, and related GIS resources within ArcGIS Enterprise, Portal for ArcGIS, and ArcGIS Online.  
  • Create printed maps, exhibits, dashboards, reports, and other cartographic products supporting engineering, operations, administration, environmental programs, and executive decision making.  
  • Provide technical support for GIS users, including troubleshooting GIS applications, mobile GIS technology, GPS equipment, Field Maps, Survey123, QuickCapture, and related enterprise GIS tools.  
  • Support field operations through occasional GIS data verification, GPS collection, mobile GIS configuration, and operational assistance when required.  
  • Assist with maintaining GIS integrations supporting wastewater collection inspection programs, including ITpipes and related operational technologies.  
  • Collaborate with Engineering, Operations, Environmental, SCADA, Information Technology, and other departments to support enterprise GIS initiatives and continually improve business processes utilizing geospatial information.  
  • Assist with development, documentation, and continual improvement of GIS standards, procedures, workflows, and best practices.  
  • Perform other duties as assigned.  

Requirements

KNOWLEDGE/SKILLS/ABILITIES  

  • Proficiency with Microsoft 365 applications.  
  • Working knowledge of Esri ArcGIS Pro.  
  • Familiarity with ArcGIS Enterprise, Portal for ArcGIS, ArcGIS Online, Field Maps, Survey123, QuickCapture, and related Esri technologies.  
  • Understanding of GIS principles, such as coordinate systems, projections, topology, spatial analysis, metadata, and geodatabase management.  
  • Familiarity with the Esri Utility Network, Parcel Fabric, enterprise geodatabases, and GIS data quality management principles.  
  • Understanding of enterprise asset management concepts and GIS integration with CMMS/EAM systems such as NEXGEN or similar platforms.  
  • Ability to interpret engineering drawings, record drawings, plats, legal descriptions, utility records, and related technical documentation.  
  • Familiarity with SQL, Python, Arcade, or other GIS automation technologies is preferred.  
  • Ability to research technical issues, troubleshoot problems, learn new technologies, and apply solutions independently.  
  • Strong organizational, analytical, communication, documentation, and customer service skills.  
  • Demonstrated attention to detail and commitment to data accuracy.  

EDUCATION & CERTIFICATIONS  

Education 

  • Associate degree or college coursework in Geographic Information Systems, Geography, Engineering Technology, Computer Science, or a closely related field is preferred. Equivalent combinations of education and relevant experience may be considered. 

Certifications / Licenses 

  • GIS Certificate preferred.  
  • Valid Texas Driver's License with acceptable driving record.  

EXPERIENCE  

One to two years of progressively responsible GIS experience is preferred. Experience supporting enterprise GIS, utility infrastructure, asset management, land management, engineering, environmental programs, or related business systems is desirable.
