Job description

USGI is seeking an International SOF Information/Knowledge Management (IM/KM) SME to provide data required to develop plans, operations, and activities, to support existing USSOCOM and PN planning processes such as trans-regional synchronization and global synchronization of special operations. This requires information management, collection, analysis and dissemination in as many as four domains simultaneously (Secret Internet Protocol Router Network (SIPR), Non-classified Internet Protocol (IP) Router Network (NIPR), Battlefield Information Collection and Exploitation Systems (BICES), and All Partners Access Network (APAN).


** This position is contingent upon contract award**


Roles and Responsibilities include but are not limited to:

  • Draft and maintain interactive Information Management (IM) products that enable visual analysis of USSOCOM and DoW PN networks.
  • Draft an IM plan and program that describes how each member of the team will search, locate, meta-tag, file, and update information relevant to J3-I.
  • Coordinate with elements across the USSOCOM staff, components, and TSOCs to ensure a holistic view of PN SOF capabilities, constraints, authorities, and key leadership.
  • Coordinate with J3-I representatives from the Office of the Under Secretary of War for Intelligence (USW-I) BICES program to ensure consistency between information provided on SIPR and BICES, consistent for Foreign Disclosure policies.
  • Develop and maintain J3-I long and short-range calendars.
  • Coordinate J3-I IM/KM plan and activities with Command Knowledge Management (KM) reps to ensure consistency and access across the SOCOM enterprise.
  • Perform close-out and escort duties as part of the Divisionโ€™s Security Procedure.
  • Ensure that information attained is clearly categorized based on where it shall be stored and to whom it may be released. This entails development and maintenance of the following products at each security level:
  • PN SOF PROFILES: The PN SOF profile presents a unit overview rich in higher-level details and recent employment history, sometimes including information on the unitโ€™s performance in recent operations. Includes results of key leader engagements.
  • INTEGRATED GLOBAL SOF PICTURE: Overarching directory framework in a format that can easily be incorporated into a comprehensive tool suite in all four domains (SIPR, NIPR, BICES, APAN), using tool suites such as Microsoft Office family of information management tools and other geospatial management tools. These databases, when complete, feed development of the international SOF COP.
  • INFORMATIONAL DATA BASES on SIPR, NIPR and BICES which enable rapid search and information recovery for J3-I Situation Reports (SITREPs), requests for information, partner nation data and information.
  • J3-I Organization and Functions Manual/Standard Operating Procedure (SOP): Documentation of J3-I internal organization, processes, and metrics to enable future performance and mitigate personal turnover.

Minimum Qualifications:

  • Masterโ€™s degree in IT or related fields, 3+ years of experience, and skills in content strategy, taxonomy design, and change management
  • 3 yearsโ€™ experience in Business process and multinational information management
  • Mastery of KM platforms (e.g., SharePoint, Confluence), AI-powered search, SQL, content management systems (CMS), and data analytics tools
  • Ability to engage stakeholders, lead teams, foster a culture of knowledge sharing, and drive change
  • Ability to evaluate KM effectiveness, measure usage patterns and identify knowledge gaps
  • Expertise in developing taxonomies, metadata schemas, and organizing, storing, and retrieving organizational knowledge
  • 1 year experience in portal development and management
  • 1 Year experience in managing geospatial analysis tools (Examples of tools required are Microsoft Office family of information management tools, SOF Geospatial Enterprise
  • Current DOW Top Secret clearance and eligible for SCI access
