Job description

Overview

The Navy Program Geospatial Solutions Cloud Architect fills a key role for several projects with the Navy GIS Support Program at NV5.  The Navy GIS Support team is an experienced team of 24-30 individuals who maintain the large and complex geodatabases as well as the integrated applications, enterprise software, custom modules, and business data linkages of the global Navy GIS "GeoReadiness" System hosted in the Government Cloud. Multiple business lines and business data systems operate within the system or rely on communications with the system.  The team must also provide direct user support to assist Navy GIS data managers and data users with software and data issues and troubleshooting. NV5's successful integration with Naval Facility enterprise workflows has been instrumental to the health and value of the program. 

Work Environment:

  • Location: This role offers flexibility in location, with the option to work from any NV5 Regional Office or remotely from home
  • Security Clearance: Must possess or be able to obtain and maintain a Secret clearance.
  • Potential travel typically ranges from1-3 (1 week long) trips a year.

Responsibilities

ArcGIS Enterprise Administration

  • Administer Highly Available multi-environment ArcGIS Enterprise platforms including installations, upgrades, SSL, and datastores
  • Configure and manage Windows Server/IIS integration
  • Monitor system health and provide technical support to meet SLA requirements
  • Manage ArcGIS Datastore using SQL, including advanced backup and synchronization workflows
  • Publish and optimize geospatial services, dashboards, StoryMaps, and Experience Builder applications

Cloud & Infrastructure

  • Design, deploy, and administer ArcGIS Enterprise on Azure and AWS cloud environments
  • Manage Azure services including Virtual Desktop (AVD), Blob Storage, Data Lake, and Azure Functions, Azure CLI, Azure Application Gateway Configuration, Azure Network Configuration
  • Support DevSecOps workflows for application and API promotions
  • Monitor cloud costs and evaluate architecture for scalability and cost-effectiveness

Data Engineering & Development

  • Build and maintain Python-based ETL pipelines using serverless platforms (Azure Functions)
  • Develop and maintain geoprocessing automation scripts using ArcPy, the ArcGIS Python API and other open-source geospatial python libraries
  • Design and implement STAC-based cloud-native data pipelines

Geospatial Analysis & Products

  • Conduct geospatial research and analysis to create and maintain enterprise datasets
  • Execute advanced geo-analytics workflows including Esri Deep Learning tools

Client & Team Collaboration

  • Lead cross-functional collaboration across geospatial, development, and IT teams
  • Provide end-user support, training, and mentorship
  • Work with Esri Support on licensing, bug identification, and product enhancements

Documentation & Best Practices

  • Create and maintain SOPs, knowledge base articles, and training materials
  • Document system architectures, workflows, and configurations
Qualifications

Education

  • Bachelor's/Master's degree in Geography, GIS, Computer Science, or related field

Experience

  • 5+ years of ArcGIS Enterprise administration experience
  • Hands-on experience with Azure and/or AWS cloud platforms
  • Experience supporting large-scale, multi-user enterprise GIS environments
  • Advanced understanding of ArcGIS Enterprise backend architecture, including configuration, content management, item structure, item relationships, and server communications

Technical Skills

  • Esri stack: ArcGIS Enterprise, ArcGIS Pro, ArcGIS Monitor, etc
  • Cloud: Azure administration (AVD, Storage, Azure NetApp Files, ARM/Bicep, Azure Functions
  • Programming: Python (ArcPy, ArcGIS Python API, and other open-source geospatial python libraries), PowerShell
  • Databases: PostgreSQL
  • Security: SSL certificates, SAML/OAuth, understanding of DNS, Active Directory, network security fundamentals
  • Servers: Windows Server, IIS; Some Linux familiarity (Ubuntu, etc.)

Preferred / Nice to Have

  • Experience with Docker, Git, Jupyter Notebooks
  • FME / Data Interoperability Extension experience
  • Familiarity with Jira and DevSecOps workflows
  • Deployment automation experience (PowerShell DSC, Azure CLI)

Certifications (Preferred)

  • Esri ArcGIS Enterprise Administration Professional or Enterprise Architecture Professional
  • Az-104 Certificate, or ability/ desire to acquire it
  • CompTIA Security+ or equivalent
  • Experience with government IT programs and environments
  • Secret or TS/SCI US Government Security Clearance.

Competentcies:

  • Strong problem-solving and critical thinking
  • Excellent written and verbal communication with both technical and non-technical audiences (essential)
  • Ability to manage multiple clients and projects simultaneously
  • Self-directed and comfortable working remotely
