Job Overview:
 
Pay Range: $46.66hr - $53.33hr
  • The GIS Specialist/Analyst will support geospatial database development, digital mapping, data migration, and GIS production workflows. 
  • This role is responsible for maintaining and enhancing GIS databases, performing spatial analysis, supporting change detection initiatives, and developing efficient GIS processes using ESRI technologies and relational database systems.

Requirement/Must Have:

  • 5–7 years of GIS Analyst experience utilizing GIS principles and practices.
  • Strong understanding of GIS database management and relational databases.
  • Experience with ESRI GIS software including ArcGIS Desktop, Arc/Info, and ArcSDE.
  • Knowledge of SQL and relational database management systems, particularly Microsoft SQL Server.
  • Experience with data conversion, migration, and digital cartographic data production.
  • Familiarity with Python scripting, ArcObjects, or VBA programming.
  • Strong analytical and problem-solving skills.
  • Experience creating and maintaining geospatial datasets and databases.

Experience:

  • Experience digitizing, maintaining, updating, and quality-checking GIS databases.
  • Experience performing geospatial analysis and data management activities.
  • Experience with orthophoto interpretation, LiDAR analysis, and change detection workflows.
  • Experience developing GIS production tools and workflow improvements.
  • Exposure to GIS application development using ASP.NET, C#, Microsoft Silverlight, or Adobe Flex preferred.
  • Experience supporting utility, infrastructure, or risk assessment projects preferred.

Responsibilities:

  • Develop and maintain cartographic and digital GIS data products.
  • Perform hard-copy to digital data conversion, migration, and translation activities.
  • Design, develop, and implement GIS production tools and workflows.
  • Digitize, update, maintain, and perform quality control on GIS databases.
  • Conduct orthophoto interpretation and change detection analysis using LiDAR and aerial imagery.
  • Attribute structure footprints and determine occupancy information using available data sources.
  • Perform quality assurance and quality control reviews on geospatial datasets.
  • Reconcile, validate, and post edits to production databases while resolving conflicts.
  • Support structure identification and geospatial risk analysis initiatives.
  • Develop workflow documentation, process diagrams, and user guidance materials.
  • Provide recommendations for GIS process improvements and workflow optimization.
  • Support change detection and building footprint review processes within ArcGIS Online and Portal environments.
  • Retrieve and analyze data using SQL queries and relational database tools.
  • Collaborate with project teams to ensure compliance with project requirements and standards.

Should Have:

  • Experience with structure and outdoor public assembly data analysis.
  • Knowledge of Class Location, High Consequence Area (HCA), and Moderate Consequence Area (MCA) analysis.
  • Understanding of geospatial workflows supporting utility or pipeline operations.
  • Experience with ArcGIS Online (AGOL) and ArcGIS Portal.
  • Strong documentation and communication skills.
