Job Summaryย 

The Strategic Technologies Program seeks a highly motivated Fellow to play a key role in advancing the program's research agenda that explores topics related to international technology policy issues and their impact on U.S. competitiveness and national security. Key areas of focus will include cybersecurity, biotechnology, quantum, surveillance and privacy, 5G and telecommunications, digital governance, and the role of technology in power and conflict.ย 

Established inย 2001,ย the Strategic Technologies Programย conducts research on the social, economic, and security challenges created by emerging technologies to inform effective policy solutions and best practices.ย 

The Fellow willย be responsible forย conducting independent research projects that aim to shape key policy debates and inform both public and private organizations. The Fellow will be expected to author and co-author policy and research reports in internal and external publications, as well as to develop and deliver research briefings and presentations to key stakeholders.ย ย 

Ideal candidates will have experience in research and policy development within a specific field ofย emerging technologies, as well as a strong interest in U.S.ย technologyย security and geopolitics.ย ย ย 

ESSENTIAL DUTIES AND RESPOSIBILITIESย 

Researchย 

  • Conduct research and develop policy analysis to advance the Program's research agenda.ย 
  • Write and publish reports, commentaries, articles, op-eds, and qualitative policy analysis to promote research findings andย objectives.ย ย 
  • Synthesizeย large amountsย of information, perform quantitative data analysis, and report results to diverse audiences.ย Contribute to the intellectual vitality of the Program by serving as a recognized expert in the field of international economic policy.ย ย ย 

Outreachย ย ย 

  • Serve as an influential voice on a specific area ofย global technologyย policy, promoting the Program's expert analysis with a diverse set of stakeholders, thought leaders, government executives, policymakers, journalists, and theย general public.ย 
  • Represent CSIS as an expert at conferences, workshops, and other public speaking engagements, and donor and prospective donor engagements.ย 
  • Conceive and lead events, such as working groups, panels, and roundtables to advance the program's research and analysis.ย ย ย 

Institutionalย Responsibilitiesย 

  • Identifyย potential grant projects, research potential funders, and work with the Program Director in developing robust research proposals in line with the program's priorities and research agenda.ย ย 
  • Cultivate and grow an excellent professional network andย liaiseย with other organizations.ย 
  • Contribute to the thought leadership and strategic direction of the program.ย 
  • Work with and mentor research assistants and associates to produce research andย facilitateย their professional development.ย 

KNOWLEDGE, EDUCATION, AND EXPERIENCEย 

  • Master'sย degree in a relevant field isย required.ย 
  • At least 3-5 years of professional experience in international or public policy development, a technical role, or in any other related field isย required.ย 
  • Experience in executing a research agenda - publishing in national and international media and in academic journals is a plus.ย 
  • Expertiseย in one or more areas of technology, including AI, cybersecurity, biotechnology, and quantum.ย 
  • Experience working in industry, government, corporate strategy, or comparable sector.ย 
  • Substantive network in and connectivity to U.S. policy officials (U.S. agencies, executive branch, congressional members/staff) and influencers in the international affairs community is a plus.ย 
  • Self-starter with proven project management experience and ability to work on multiple projects simultaneously.ย ย 
  • Superior writing, editing, and analytical skills.ย 
  • Ability to interact with and respond to questions from a range of individuals with diverse interests, backgrounds, and dispositions from across a wide spectrum of views on foreign policy and national security.ย
