Classification Summary
Under general supervision, the Heavy Equipment Operator operates various heavy and light motorized equipment and vehicles as part of the Village's maintenance program. Responsible for running equipment to dig trenches for installation or repair of water and sewer facilities, move dirt or other granular material and assist the Street Department with clearing of snow. The Heavy Equipment Operator is responsible for operating equipment and helping other employees in the construction, maintenance, and repair of utility facilities and a variety of manual labor assignments of a public works nature. Duties and Responsibilities
Essential Job Functions

  • Regular attendance is an essential function of this job to ensure continuity of services.
  • Operates a variety of heavy equipment including but not limited to snow removal equipment, dozer, loader, dump truck, high pressure jet rodder, vactor truck, and backhoes for utilities maintenance and construction, transports light mobile equipment, materials and operates equipment at the job site.
  • May assist other departments with construction and labor type duties.
  • Install water and sewer lines, making water taps, installing meters and meter cans, repair water line leaks, digging ditches, load and haul construction materials, cleaning sewer lines, flush and clean storm culverts, and lift stations, replace valves and hydrants, picks up and disposes of large heavy debris.
  • Responsible for all routine sewer maintenance of collection system including Village owned lift stations, sewer mains, and sand and oil traps and all routine water distribution maintenance to water lines.
  • Inspects, cleans and performs routine maintenance work on vehicles and light equipment; identifies and reports mechanical problems requiring additional repair; performs preventive maintenance and minor repairs on equipment, cleans and cares for tools and equipment, and completes equipment maintenance inspections and checklists.
  • Participates in erosion and flood control work projects
  • Sets up traffic control devices; follows safety regulations on all work zone and flagging sites, including placing barricades and cones.
  • Adheres to safety practices and standards, attends safety meetings and trainings.
Other Responsibilities or Job Requirements
  • Performs manual labor activities when necessary to complete assigned projects
  • Completes log of work activities, fills out personal timesheet and appropriate paid leave slips, overtime slips, and any other required paperwork and completes personal timesheet accurately and timely on a weekly basis and ensures time is reported based on actual time worked through the online Employee Self Service portal.
  • Ensures proper purchasing procedures are followed; ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions; ensures any reports of harassment are immediately reported and appropriate actions are taken; ensures compliance with all Village of Ruidoso policies and procedures including but not limited to Procurement, IT, Personnel Manual, Safety Manual etc, and reports any suspected fraud and/or abuse to the Utility Manager, Public Works Director, or Village Manager

  • Works around light and/or heavy equipment, moving mechanical parts and highly congested areas and occasionally exposed to wet and/or humid conditions, fumes or airborne particles, dirt, dust, toxic or caustic chemicals, risk of electrical shock, and vibration and noise level could be moderate to loud.
Travel Requirements
Limited travel - ability to travel for activities such as classes, and workshops in and out of the service area and overnight travel as required.
Minimum Qualifications
Qualifications
High school education or equivalent required with two years' experience in light and heavy construction equipment is required. A New Mexico class B Commercial Driver's license is required. This position is required to maintain a source of communication for off duty work-related communications and must be available for on call rotation.
Must be able to pass criminal history checks and must be willing to take and pass a drug/alcohol test and comply with agency "Drug Free" Policy. DOT regulations require drug and alcohol testing and release of information Form (49 CFR Part 40)
License and/or Certifications
Must possess and maintain valid New Mexico motor vehicle operator's permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village.
Knowledge, Skills, and Abilities
Knowledge of: state and federal highway construction regulations, the policies, goals, and procedures of the Village of Ruidoso, safety policies and practices for working in the public right-of-way, heavy and light equipment operation methods, techniques, and safety practices, occupational hazard and safety precautions.
Skill in: operating heavy and light equipment such as motor graders, back hoes, rotomilling machines, dump trucks, loaders, street sweepers, rollers, and snow plows, understanding and following regulations, guidelines, and procedures, detecting and correcting improper use and care of materials and equipment, reading and interpreting work standards and specifications, manual labor and semi-skilled maintenance and repair activities, operating small hand and power tools and other job-related equipment and vehicles.
Ability to: operate and maintain all equipment including small, medium, and heavy maintenance and/or construction equipment, receive and follow oral and written instructions, communicate clearly and concisely, both orally and in writing, communicate and use interpersonal skills to interact with coworkers, supervisor, contractors, and general public to sufficiently exchange or convey information and to receive work direction, read and interpret basic blue prints and construction documents, perform tasks requiring manual dexterity, safely operate a motor vehicle and navigate across even and uneven surfaces, detect needed repairs and to make necessary operational adjustment on equipment.
