Description
Under the general supervision of assigned supervisor, the employee operates various types of heavy equipment using advanced skills in the completion of highly complex and difficult construction and maintenance activities on City roads, properties, rights-of-way (ROW), and City utilities. The employee operates power tools and heavy equipment throughout the City on streets and utilities. The employee receives assignments from supervisor. Work is performed under established procedures with final inspection of completed work. Employee performs maintenance inspections on assigned equipment, notifies supervisor of equipment failures, and may assist with repairs. Employee performs other routine manual labor as assigned. The employee may serve as a work crew leader for specific tasks or assigned projects. This is a highly experienced and highly skilled job. Employee assists in training newer employees and serves as the crew leader at work sites. This job is considered safety-sensitive and is subject to pre-employment background check and random drug screens.

Essential Functions
ESSENTIAL FUNCTIONS: The following list was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned. ESSENTIAL FUNCTION: Equipment Operation. Operates equipment at or below the Class A Commercial Driver's License (CDL) level to accomplish a full range of assignments and tasks, including the most complex projects.
  1. Receives daily tasks and assignments from supervisor.
  2. Drives and operates equipment for assigned department or division.
  3. Operates heavy equipment on job sites, such as, but not limited to backhoe, track hoe, front-end loader, skid steer, bulldozer, excavator; arm mower; heavy dump truck, asphalt spreader, motor grader, semi-tractor trailer, and rollers.
  4. Monitors gauges and other indicators during equipment operation for non- standard conditions.
  5. Drives and operates heavy equipment to precisely tear down and remove condemned structures.
  6. Operates heavy equipment around dangerous gas and power lines and other public services.
  7. Wears safety equipment and clothing to protect self and others from bodily or property damage.
  8. Follows plans and instructions regarding projects.
  9. Maintains a log of daily activities.
  10. Completes assignments within specified time frames.
  11. Trains others on more complex equipment when time and conditions are appropriate.

ESSENTIAL FUNCTION: Equipment Maintenance. Assists in the general maintenance of City equipment used in road construction and maintenance.
  1. Performs pre-work safety inspections of equipment.
  2. Performs daily and monthly safety and maintenance vehicle inspections on assigned equipment.
  3. Performs preventative maintenance on assigned equipment.
  4. Ensures assigned equipment is properly fueled.
  5. Reports equipment maintenance status to the supervisor.
  6. Performs work or may assist other repairmen with minor mechanical repairs.
  7. Cleans and washes vehicles.

ESSENTIAL FUNCTION: Department Operations and Manual Labor. Performs manual labor tasks following departmental policies and procedures to ensure proper maintenance and efficient operations of the department.
  1. Maintains a daily log of activities.
  2. Performs road and ROW repair and maintenance activities.
  3. Uses a chainsaw to cut trees and bushes from ROW.
  4. Collects debris and trash.
  5. Clears roads of fallen trees, limbs, and other items following storms or emergencies.
  6. Operates equipment to clean out drains, traps, and ditches.
  7. Constructs molds and forms to work with concrete.
  8. Operates small engine power tools including lawn mowers and weed eaters.
  9. Uses concrete saws and other drills and skill saws.
  10. Ensures proper signage is visible during assigned operations.
  11. Uses hand tools such as saws, hammers, and shovels.
  12. Shovels asphalt, rocks, dirt, and other materials during road repairs and landscape work.
  13. Performs flagman duties, as needed, while on road maintenance or horticulture jobs.
  14. Picks up and piles brush, refuse and other materials.

ESSENTIAL FUNCTION: Crew Leader. Employee leads work crews in assigned projects or work tasks.
  1. Receives project assignments from supervisor.
  2. Instructs and directs laborers and other construction/maintenance helpers.
  3. Creates a program/schedule for the use of materials and associated equipment for work projects.
  4. Ensures work crews observe safety standards and maintain a safe work environment.
  5. Maintains activity log accounting for time and materials of a project.

ESSENTIAL FUNCTION: Street Maintenance and Repair Operations (as assigned). Operates heavy equipment to repair and maintain City streets, and ROW. Utilizes heavy and specialized equipment to maintain and repair the City drainage system, including pipes, ditches, and culverts.
  1. Maintains and repairs City streets.
  2. Repairs potholes in City streets.
  3. Installs and repairs curbs.
  4. Constructs and repairs sidewalks.
  5. Performs standard repairs on roads and drains.
  6. Installs and repairs drains and culverts; measures and installs pipes.
  7. Uses special equipment to measure grades and slope.
  8. Marks off the work site and parameters.
  9. Blades and levels surfaces.
  10. Ensures equipment is stored and put away after project is complete.

ESSENTIAL FUNCTION: Electric Service Installation (as assigned). Employee installs underground electric service throughout the City's service area for residential and commercial customers.
  1. Installs primary and secondary electric services for residential and commercial customers in the service area.
  2. Assists in locating underground electric service lines.
  3. Observes all applicable safety regulations and procedures when installing electrical services.

ESSENTIAL FUNCTION: Gas Line Installation (as assigned). Employee installs, repairs, and maintains gas service lines throughout the City's service area.
  1. Installs underground gas service lines within the department's service area.
  2. Uses standard gas line installation tools to accomplish line installation, repair, and maintenance tasks.
  3. Plans for new line installation projects and repair or maintenance of existing lines.

NON-ESSENTIAL FUNCTION:
  1. Assists with City special events such as placing barricades and barriers.
  2. Responds to calls during hurricanes, inclement weather, or other emergency situations.
  3. Performs other job-related duties as required or assigned.

Minimum Qualifications
  1. Possess a high school diploma or GED.
  1. Minimum of eight (8) years of work experience operating heavy equipment in road construction and maintenance with at least three (3) years as an Equipment Operator III or equivalent; experience operating heavy equipment around or very close to public services (i.e., gas or electric); or any combination of education, training and experience that demonstrates the above listed knowledge, skills, and abilities commensurate with the requirements of this job.
  2. Possess a current and valid Class A Commercial Driver's License (CDL); must be insurable.
  3. Ability to work on-call rotation, overtime, weekends, or emergencies as needed.
  4. Ability to travel throughout City to perform job functions.
  5. Ability to pass a pre-employment background check and an initial drug screen.
