The Opportunity

Black & Veatch is seeking an exceptional professional to join our Infrastructure Advisory organization as a Manager - Consulting (Natural Gas OT & Industrial Control Systems). This role focuses on leading and delivering Natural Gas Utility and Pipeline Transmission OT/ICS programs, with responsibility spanning system design, configuration, integration, testing, and cutover.

In addition to advisory and strategy leadership, this role is intended to support hands-on development and configuration activities, working alongside engineering teams and technology vendors to implement practical, operable solutions. As natural gas utilities modernize gas control, SCADA, measurement, compression, and pipeline integrity systems, you will play a key role in both defining and executing OT system integrations that improve safety, reliability, and regulatory compliance.

The Team

The Delivery Team is a diverse group of early-to-mid career professionals with a solid foundation of experience and knowledge. Peers are engaged in a wide range of technical projects and encouraged to sharpen their skills to provide clients with superior consulting services with opportunity to advance in a specialized career track. You will work with professionals in the OT Solutions and Digital Delivery Teams who represent a dynamic and cross-functional group of experts in strategy, data, technology, and asset management systems. Together, they deliver innovative, data-driven solutions that help clients navigate complex infrastructure challenges across diverse industries. 

We partner with clients to align their people, processes, technologies, and data in response to rapid industry transformation. Our work enables organizations to modernize infrastructure, optimize asset performance, enhance resilience, and achieve long-term sustainability goals. Key Responsibilities
  • Lead and manage client engagements for Natural Gas Utility and Pipeline Transmission OT/ICS programs, including gas control, SCADA, measurement, compression, and pipeline monitoring systems.
  • Support development of OT modernization strategies, business cases, and implementation roadmaps, with direct involvement in execution and system delivery.
  • Perform and oversee system configuration, application development, and integration activities, including SCADA configuration, control logic support, and interface development between OT and enterprise systems.
  • Facilitate stakeholder workshops to document currentstate and futurestate operational processes, control room workflows, and system integration requirements.
  • Provide functional and technical leadership across Natural Gas OT systems, including SCADA, PLCs, RTUs, flow measurement, valve/regulator automation, compressor station controls, and communications networks.
  • Develop and review solution architectures, integration designs, and technical specifications for natural gas transmission and distribution control systems.
  • Execute and oversee system integration between field devices, SCADA platforms, historians, adjacent OT platforms, and enterprise IT systems.
  • Support requirements definition, detailed design, and RFI/RFP development, with an emphasis on deliverability and integration feasibility.
  • Evaluate vendor designs and participate directly in configuration reviews, design validation, and technical quality assurance.
  • Lead or support FAT, SAT, UAT, cutover planning, and golive execution, including handson support during commissioning where required.
  • Ensure implementations comply with PHMSA regulations, Control Room Management (CRM) requirements, and applicable API recommended practices.
  • Mentor peers and junior staff through handson delivery, configuration, and integration activities, building internal capability and depth.
  • Serve as a subject matter expert contributing to business development, proposals, and thought leadership focused on natural gas OT modernization and system integration.

  • 10+ years of experience supporting Natural Gas Utility or Pipeline Transmission OT/ICS environments, including direct delivery roles.
  • Experience acting as a system integrator or owner's engineer for natural gas SCADA or gas control implementations.
  • Configuration or development experience with SCADA, PLC, RTU, HMI, or historian platforms commonly used in gas utilities.
  • Direct experience supporting PHMSA compliance, Control Room Management (CRM) implementations, or audit readiness.
  • Handson experience participating in commissioning, cutover, and postgolive stabilization for missioncritical OT systems.
  • Working knowledge of API Recommended Practices applicable to natural gas pipeline OT environments.
Minimum Qualifications
  • Bachelor's degree in Electrical Engineering, Computer Engineering, Information Systems, or related technical discipline.
  • Minimum of 7 years related work experience
  • Demonstrated experience performing or leading SCADA, OT, or ICS system configuration, development, and system integration.
  • Strong understanding of natural gas transmission and distribution operations, including gas control, pipeline monitoring, measurement, and compression.
  • Handson experience with SCADA platforms, PLCs, RTUs, and industrial communication protocols used in gas utility environments.
  • Experience integrating OT platforms with historians, analytics platforms, and enterprise IT systems.
  • Proven ability to bridge operations, engineering, and IT teams to deliver integrated OT solutions.
  • Ability to travel up to 50% (typical ~25%).
