GENERAL PURPOSE OF POSITION:
Collect garbage and yard trash on an assigned route, for the City of St. Robert Transfer Station. 
*In accordance with established ordinances, policies and procedures of the City of St. Robert, Missouri.
JOB CONTEXT:
The Driver-Laborer is a full-time, permanent position in the Transfer Station Department. The immediate supervisor for this position is the Transfer Station Manager. The person in the position is supervised daily. The person in the position works regular hours, year-round, rarely working overtime except for when waiting on trucks or performing maintenance not able to be completed during normal working hours. There is no night or shift work associated with this position. The person in the position almost never receives phone calls regarding work at home and is never on call. Ninety percent (90%) of the work for this position is outdoors, and 10% of the work is indoors. The Driver-Laborer is accountable for the monetary, fiscal, safety, and legal issues for which this position is responsible.
In this position, there is occasional exposure to chemicals and/or hazardous materials in the form of dust, dirt, noise, exhaust, aerosol cans, trash, hospital needles, motor oil, paint, and car batteries. The stress level associated with this position is average. Physical work consists of, but is not limited to, intermittently sitting, standing, walking, climbing, bending, crouching or stooping, and frequently lift light and heavy objects requiring a high degree of dexterity.
Work Days: Monday to Friday (Weekends as Needed)
RESPONSIBILITIES:
  • Knows, understands and implements the solid waste disposal facility operating rules and procedures
  • Keeps facility areas clean by sweeping, raking, picking up broken glass and loose paper debris, and maneuvering barrels and bins into proper locations
  • Assists facility patrons with their trash/recyclables as needed, or as directed by Facility Manager
  • Conducts visual inspection of loads as needed to prevent disposal of prohibited materials
  • Collects garbage and yard trash from residential homes
  • Ensures complete removal of all acceptable garbage or trash
  • Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees
  • Garbage or trash; replaces garbage bins and places in appropriate location
  • Operate packer on garbage truck or other tools as necessary to complete essential functions, to include the use of shovels, pitchforks, yard rakes, and brooms
  • Assists facility patrons in the appropriate placement of refuse and recyclables
  • Maintains recycling areas, and ensures the proper disposal and classification of all recycled materials
  • Communicates with supervisor, employees, the public, and other individuals as needed to coordinate work activities
  • Maintains exterior of facility grounds including, but not limited to; grass mowing, weed eating and edging, snow and ice removal, and collection of trash
SAFETY:
  • Is familiar with, and executes, safe work procedures associated with assigned work
  • Packages, sorts, and stores recyclables in a safe and healthful manner
  • Clean and maintain tools, equipment, and facility areas
  • Store items in a safe, orderly and accessible manner
  • Recommend disposal of unsafe, defective, or obsolete materials, equipment or supplies
  • Operate equipment in accordance with established safety guidelines
  • Performs other related duties as required
LICENSES AND CERTIFICATIONS:
  • (Have and Maintain) Valid Commercial Driver's License
EDUCATION AND EXPERIENCE:
  • High School Diploma or equivalent
  • Some experience in this position is preferred
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Be respectful of customer property
  • Knowledge of standardized work routines used for manual tasks and operation of collection vehicles in solid waste operations
  • General functions and operations of municipal government
  • Must be willing to work in all weather conditions
  • Refuse collectors gather garbage and other discarded materials set out by customers along designated routes
  • Directing driver when pulling out in traffic and backing up, and directing incoming vehicles to dumping area at solid waste disposal facilities
  • Be able to lift 100+lbs many times throughout the day
  • Assisting driver with various tasks during waste runs
  • Ability to carry, reach, bend, push, pull, and climb during route
  • Ability to lift 50lbs or more continuously during route
  • Work as a team member with other employees
  • Checking operating and safety conditions of vehicles, performing minor servicing, and reporting needed repairs or servicing
  • Cleans sanitation truck daily
  • Communicate effectively with other city employees, both oral and written
  • Ability to follow necessary safety precautions in all areas of assignment
  • Ability to deal courteously and professionally with residential customers and the general public
  • Maintain professional composure in heated situations
  • All duties as assigned
ADDITIONAL INFORMATION:

Certain duties of this position are classified as "safety-sensitive." Therefore, the person in this position will be subject to mandatory testing for drugs and/or alcohol on a random, reasonable suspicion, post-accident, return-to-duty, and follow-up basis in accordance with the City's Alcohol & Controlled Substance Use, Abuse and Testing Policy.
