Job description

Education and Years of Experience: Bachelor’s Degree and 5+ years or more experience Program Description: Provide the government customer information technology (IT) services and technical expertise to support a thoughtful transition from team-level Scrum agile methodology to Scaled Agile Framework (SAFe). The Contractor will support both the operational transition and ongoing development activities, ensuring continuity of delivery while establishing SAFe practices, structures, and governance. Additional information about the SAFe framework can be found at SAFe 6.0 (scaledagileframework.com). In addition, we will assist the government customer with the design, architecture and implementation of a secure application development environment (ADV) specifically engineered to accelerate the organization’s SAFe transformation. This environment must integrate automated security controls directly into the Continuous Delivery Pipeline and prioritize developer productivity and autonomy. Furthermore, the ADV must enable Zero Trust architecture that scales across distributed teams without compromising the Lean-Agile mindset. The program will support the following activities: SAFe implementation, software development/enhancement/deployment, O&M, and information & system security. Location: This position will be on-site in Winchester, VA. Clearance: Top Secret with ability to get SCI Responsibilities:
The Software Developer – Mid designs, develops, tests, and supports application development projects for the program. This role supports development, enhancement, deployment, O&M, and modernization activities across systems and related microservice-based capabilities. The developer participates across the software development lifecycle, including planning, requirements analysis, design, development, testing, quality assurance, and deployment in alignment with SAFe Agile and DevSecOps practices.
• Design, develop, test, and maintain software applications, microservices, APIs, and system enhancements. • Participate in planning, requirements analysis, user story development, estimation, solution design, development, testing, and quality assurance. • Develop code and technical artifacts against user stories, defects, tickets, and government-assigned requirements. • Support programmatic integration of third-party components, new custom capabilities, and modifications to existing code. • Support automation of operations and maintenance tasks. • Follow development best practices including commented code, reusable patterns, standard naming conventions, code reviews, and maintainable design. • Support CI/CD, automated testing, DevSecOps, security scanning, and vulnerability remediation activities. • Assist with documentation, release notes, system design materials, and technical knowledge transfer. Required Skills: • Bachelor’s Degree and 5+ years or more of experience
• Minimum 5 years of relevant software development experience. • Two years of experience with at least one of the following areas: AWS cloud-based solutions, C#, Java, or Python. • Experience with software design, development, testing, deployment, and maintenance. • Experience participating in Agile or SAFe software development teams. • Ability to develop reliable, maintainable, and testable code aligned with functional and non-functional requirements. • Understanding of CI/CD, automated testing, code review, and secure development practices. Active TS clearance
Preferred Skills
• Current SAFe Software Engineer certification. • Experience with AWS GovCloud, AWS SC2S, AWS C2S, or cloud-based classified environments. • Experience developing microservices, APIs, cloud-agnostic applications, or distributed systems. • Experience with GitLab, Jira, Confluence, Azure DevOps, CI/CD pipelines, Infrastructure as Code, and automated quality gates. • Experience with data migration, Oracle, AWS S3, Amazon EKS, or application modernization from monolithic systems to microservices. • Familiarity with ATO, RMF, security scanning, patching, and federal cybersecurity requirements.
