Job description

Job Summary
General Atomics Electromagnetic Systems (GA-EMS) designs and manufactures first-of-a-kind electromagnetic and electric power generation systems. GA-EMS' expanding portfolio of specialized products and integrated system solutions support critical fleet, space systems and satellites, missile defense, power and energy, and process and monitoring applications for defense, industrial, and commercial customers worldwide.
We have an exciting opportunity for a Project Engineer in the GA-EMS Systems Engineering department. The candidate with previous Systems Engineering, Project Engineering, or technical project engineering experience will focus on supporting the U.S. Navy Ford-class Aircraft Launch and Recovery (ALRE) carrier programs. This team member will evaluate changes needed to the U.S. Navy ALRE baselines for modernization or enhancements in reliability and/or robustness and presenting those changes in the form of an Engineering Change Proposal (ECP). This team member will assist in the transition of an ECP from development phase to implementation phase within the GA-EMS functional engineering organization. Also, this team member will assist in troubleshooting efforts to assist the fleet with operations/restoration of operations.
With limited direction, this position exercises latitude for initiating, developing, and analyzing designs, procedures, techniques and leading teams for engineering solutions to resolving technical engineering problems. Assignments are normally outlined in terms of broad objectives, possible results anticipated, and critical reference points requiring special attention. The qualified candidate will guide the successful resolution of engineering problems, serving as a resource of engineering knowledge, applies the appropriate technological advancements to the problem, and may assist in a project leadership role.
DUTIES AND RESPONSIBILITIES:
  • Documents findings, communicates results to engineering, program office, and/or customer, makes technical presentations, and may represent the organization as a technical contact on projects.
  • Provides direction to design or technical staff and may lead a team of professional staff.
  • Provide technical analyses and judgement, using a systems engineering approach, for the development, fabrication, testing, and integration of new or existing systems within GA-EMS.
  • Coordinate and interface with customers, contractors, and engineering groups assigned to projects.
  • Assist with developing program plans, estimates, and schedules.
  • Ability to generate systems engineering labor hours, materials, and travel estimates for proposal input.
  • Develop solutions to advanced technical problems in engineering.
  • Provide focal point for technical communication within the Company management and may represent the Company as the prime technical contact to customers and/or government regulatory agencies.
  • Present report(s) at engineering meetings, participate in program reviews and consults on problems.
  • Provide guidance and consulting to other staff members working on difficult engineering problems.
  • Anticipate future engineering needs and the modifications required to accomplish a technical goal.
  • Collaborate on complex and difficult technical issues requiring novel and highly creative approaches.
  • May assume technical and engineering responsibility of the success of a project.
  • Plan, coordinate, contribute to, or author engineering documentation, including reporting, releasing, and/or presenting technical content.
  • Develop technical materials and present at customer design reviews.
  • Understand Earned Value Management System principles and work with technical design leads to establish estimates to complete work and impacts to baseline cost and schedule.
  • Maintains strict confidentiality of sensitive information.
  • Perform other duties as assigned.
  • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company. Expected to work in a safe manner in accordance with established operating procedures and practices.
  • Plans for future applications of solutions based on new developments in engineering technology.

Job Qualifications
  • Typically requires a bachelors degree, masters degree or PhD in engineering or a related technical discipline from an accredited institution and progressive engineering experience as follows; four or more years of experience with a bachelors degree, two or more years of experience with a masters degree. May substitute equivalent engineering experience in lieu of education.
  • Demonstrates technical expertise and application of engineering principles, concepts, theory, and practice. Ability to understand overall system architectures and Concept of Operations (CONOPS).
  • Ability to organize, plan, schedule, conduct, and coordinate workloads to meet established deadlines or milestones with some experience in project leadership. Must possess the ability to understand new concepts quickly and apply them accurately throughout an evolving environment. Must be able to determine the appropriate approach at the task level or at the project level, to provide solutions to a range of complex problems.
  • Strong communication, presentation, and interpersonal skills are required enabling an effective interface with other departments and/or professionals, and capable of representing the organization as a prime technical contact, as well as providing leadership and guidance to less experienced professionals. Customer focused, formulates plans based on the development of innovative new designs in resolving advanced technical engineering problems. Must be able to work both independently and in a team environment.
  • Able and willing to work extended hours on occasion to support design reviews, milestone deliverables, or other surge support needs.
  • Travel within the U.S. estimated to be up to 10% of annual working hours.
  • Ability to obtain and maintain a DoD Secret Security Clearance is required.
DESIRABLE QUALIFICATIONS:
  • Demonstrated experience in the application of IEEE Standard 15288.2, Standard for Technical Reviews and Audits on Defense Programs;
  • Demonstrated experience in the application of the NAVAIR Systems Engineering Technical Reviews (SETR) process per NAVAIR SETR Process Handbook.
  • Comprehension of Earned Value Management System (EVMS) principles.
  • Familiarity with government Engineering Change Proposal (ECP) DD 1692 form and its criteria for completion.
