Job description

General Description:

The purpose of this class within the organization is to develop new software application systems for user departments and maintain existing software application systems. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements:

Requires a Bachelor's Degree in information technology, engineering, mathematics or related field. Requires four years in network programming and software application or closely related experience.

Desirable Knowledge, Skills, and Abilities:

  • Considerable knowledge of the hardware platforms; Windows/Linux OS, networks and software operating systems and information technology infrastructure the City uses for GIS and Cityworks operations.
  • Knowledge of Cityworks 15.x, 23 and Unity products.
  • Working knowledge of GIS & network security technologies and platforms.
  • Working knowledge/skills to use SQL and SQL scripting languages to assist in queries, reporting, and database management.
  • Working knowledge in writing and debugging Python scripting, Powershell, Power automate, and Power-BI.
  • Working knowledge of Microsoft Office Suite Product lines, Server 2019/2025, Linux Red hat.
  • Knowledge of maintaining and administering City’s GIS Addressing system & create and troubleshoot GIS applications.
  • Established and knowledge of use and application of asset management using Cityworks.
  • Advanced experience with the ESRI suite of software.
  • Operational knowledge managing and administering ArcGIS server, including publishing services, upgrades and installations.
  • Excellent English communications skills: Interacts and communicates with peers, various groups and individuals such as the immediate supervisor, other administrative staff and department heads, subordinates, other City employees, sales representatives, service personnel, user groups, and the general public. Recognizes and understands the relationship between operating policies and practices versus morale and performance.
  • Significant demonstrated experience with all ESRI suite of software including ArcGIS Enterprise, Portal, ArcGIS Web Adaptor, Desktop, ArcToolbox, APPbuilder, ArcGIS Online & Pro, ArcMap, Catalog Server, Dashboards, Experience Builder, Field Maps, etc.
  • Proficient data management skills including creating editing and converting GIS data.
  • Ability to use practical GIS/IT skills to create and maintain applications, resolve issues, and provide technical support is a must.
  • Ability to create, edit and maintain spatial datasets
  • Ability to produce professional quality maps and reports for presentations and City’s GIS user community
  • Ability to maintain and modify GIS focused websites and web applications
  • Create and maintain data and applications using ESRI ArcGIS Pro Online architecture
  • Ability to work within a team environment and demonstrate high level of customer service & build relationships.

Essential Job Functions:

  1. Managing, creating, and maintaining WebMaps and WebApps with ArcGIS Online. Experience creating, maintaining and deploying Collector Survey123 applications.
  2. Administers Server OS configurations and performs firmware and patch upgrades to all network components and services.
  3. Analyzes network operational problems and devises solutions as it pertains to GIS applications and services.
  4. Manages operational and maintenance requirements of GIS systems and their security.
  5. Adds, removes and maintains users using AD or ESRI user management controls and SSO configurations.
  6. Document and record all activities inside TECHtools, the in housework order management system.
  7. Creates, receives, and reviews various maps, GIS data, records and reports including utility datasets, application services, user access forms, invoices, maintenance agreements, software license information, budget documents, memos, and correspondence, etc.
  8. Coordinates assigned activities and functions with those of other City departments and outside agencies as appropriate; communicates with City staff to determine information technology requirements.
  9. Prepares and/or processes, work orders, purchase orders, various technical

  11. Responsible for assisting in policy formulation and implementation, development of procedure & GIS manuals, technical manuals, and technical journals, etc. Adheres to established policies and practices.
  12. Serves on Technology User Group and Information Services Groups committees
  13. Obtains quotes for and purchasing GIS related software and operational supplies.
  14. Performs all other duties as may be assigned to meet organizational needs.

Additional Duties:

  • Provides user assistance and instruction as required.
  • Produce professional quality maps and reports for presentations and decision makers
  • Works in both Edge User Support and core enterprise services support.
  • Will be required to run projects, address staff coordination for these projects
  • Attend various meetings as required.
  • Willing and able to follow all city policies and governance guidelines.
  • Mentor’s peers.
  • Any other duty or task assigned by Manager or the Chief Information Officer.
  • Performs related work as assigned.
