Woodard & Curran is seeking an experienced and highly motivated Regional Business Development Leader to lead public-sector growth across the Northeastern Region.

In this senior leadership role, you will develop and execute regional growth strategies that support the company's vision, strategic plan, and business objectives. You will lead a geographically dispersed business development team, strengthen client relationships, cultivate strategic partnerships, and drive growth across municipal water and environmental markets.

Success in this role requires a proven track record of public-sector sales, client development, strategic pursuits, team leadership, and business growth. You will collaborate closely with Regional Leaders, Practice Leaders, Client Managers, Marketing, and Operations to align priorities and bring the full capabilities of Woodard & Curran to our clients.

Travel: Up to 25%

Key Responsibilities:

Regional Growth & Business Development Strategy
  • Develop and execute regional business development plans that support growth in public-sector water and environmental markets.
  • Partner with Regional and Practice Leaders to identify priority clients, geographies, service offerings, and strategic pursuits.
  • Assess market trends, client needs, and competitive intelligence to uncover growth opportunities.
  • Advance cross-selling opportunities across practices, markets, and regions.
  • Build and strengthen relationships with municipalities, public agencies, industry organizations, and strategic partners.
  • Recommend and prioritize investments that support long-term growth objectives.
Sales Execution & Performance
  • Lead the business development team in achieving bookings, revenue growth, profitability, and market-position goals.
  • Establish clear priorities, expectations, and performance measures.
  • Maintain disciplined pipeline management, forecasting, opportunity qualification, and pursuit planning.
  • Monitor key performance indicators, including bookings, pipeline health, win rates, strategic account growth, client retention, and capture plan execution.
  • Allocate resources to the highest-value opportunities and ensure consistent use of business development tools and processes.
  • Provide performance updates and recommendations to senior leadership.
Strategic Pursuits & Capture Planning
  • Lead qualification, prioritization, and advancement of strategic opportunities.
  • Drive go/no-go decisions and facilitate capture planning and pursuit strategy discussions.
  • Guide teams in developing client-focused growth strategies that emphasize relationship development and long-term value creation.
  • Partner with Marketing and pursuit teams to ensure alignment throughout the pursuit lifecycle.
  • Conduct lessons-learned reviews to improve future performance and win rates.
Client Growth & Relationship Management
  • Partner with Client Managers to develop and execute strategic client plans.
  • Coach teams in relationship development, account growth, and client engagement strategies.
  • Identify opportunities to expand existing client relationships and secure new business.
  • Foster a proactive, client-centered approach focused on delivering value and building trusted partnerships.
  • Align client development activities with regional and market growth priorities.
Leadership & Collaboration
  • Lead, coach, and develop a high-performing regional business development team.
  • Establish clear roles, responsibilities, priorities, and accountability measures.
  • Support recruiting, succession planning, and professional development initiatives.
  • Collaborate with Regional Leaders, Practice Leaders, Marketing, Client Managers, and Operations to achieve growth objectives.
  • Align staffing, investment, and client strategies to support business performance.
  • Champion Woodard & Curran's values while fostering an inclusive, collaborative, and results-oriented culture.
What You Will Need to Succeed:
  • Bachelor's degree or equivalent experience required.
  • 15+ years of experience in business development, sales leadership, client management, or consulting services within the public-sector water, wastewater, environmental, or infrastructure markets.
  • Demonstrated success leading business development teams and delivering growth results.
  • Experience partnering with executive leadership, regional leadership, and Practice Leaders to develop and execute growth strategies across multiple markets and geographies.
  • Strong strategic planning, sales management, and client relationship skills.
  • Experience with strategic pursuits, capture planning, and account development.
  • Excellent communication, leadership, and collaboration abilities.
  • Ability to influence, inspire, and build relationships across all levels of the organization and with external stakeholders.

 This role has the option for remote work, and the anticipated pay range is flexible, depending on factors such as the employee's primary work location, skills, experience, and education. The following examples illustrate how the pay range for the same role can vary based on different locations. 

Group A (ME) = $175,000 - $210,000

Group B (PA, MA, RI) = $185,000 - $230,000

Group C (CT, NJ, Andover/Canton/ Boston,MA, NY):  = $205,000 - $275,000

This position’s anticipated pay range is provided; the final exempt salary or non-exempt hourly pay will depend on experience level and consider a percentage-based geographic differential based on where the final candidate will be working. Geographic differentials recognize and reflect the cost of labor differences between geographic markets.
