Brief Job Description:
Regulatory Specialty Data and Analytics (RSDA) is a division within the Office of Data, Analytics, and Performance (DAP). RSDA provides analysis, data visualization, and reporting to support Health and Human Services Commission (HHSC) agencies in its stakeholders' operational and decision-making needs.
Under the supervision of the RSDA PMA Manager, the Data Analyst V performs highly complex (senior level) data collection, research, reporting, and analysis to monitor, evaluate, and increase efficiencies for PMA. Work involves gathering and analyzing requirements, report design and implementation, and ongoing maintenance of existing reports and processes. The analyst will work with other RSDA staff as well as other HHSC staff to develop back-end tables and logic to drive reporting; create original programming logic and evaluate and/or modify existing programs to take into account changes in requirements; and will review work products developed by other analysts and to interact with agency Program staff, division managers, and/or other analysts to ensure requirements are met and that all work products are appropriately reviewed and validated. The analyst will prepare diagrams and logic flowcharts for detailed coding and for the documentation of programming work and may interact with staff from other agencies and outside entities as required to facilitate data collaboration, obtain required work products, or for consultation. The analyst will participate in system design meetings for new agency initiatives to ensure the agency's ability to report applicable data. This position will produce concise, comprehensive technical reports presenting findings, identify alternatives, and recommendations for process improvement, and outline solutions to monitor and implement data quality. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Infrastructure Support:(30%)
Oversees the development and implementation of databases, data collection systems, and other strategies to optimize statistical efficiency and quality. Compiles, queries, and loads data using SQL and other query languages into databases to support complex analyses. Maintains security protocols for confidential data as it relates to accessing, handling, protecting, and distributing. Oversees the RSDA technical activities to ensure FCL reporting requirements are met.
Data Quality/Integrity Management: (30%)
Monitors and ensures data quality, loading data into databases from a variety of sources, as well as formatting and automating data feeds, to be used as input for ongoing and ad-hoc reporting, performance dashboards, and other reports. Develops scripts or code to extract, compile, and present data or models using computer programming languages such as SQL. Cleans and prepares data, as necessary, to produce data required for Tableau and other data visualization software. Extracts data from multiple sources for multiple report products. Ensures the accuracy of data included in reports.
Identify and Implement Improvements for Data Quality, Integrity, and Management: (30%)
Establishes and updates data quality metrics and recommends and implements improvements to data quality with processes. Ensures data integrity by identifying, establishing, and updating data quality metrics and recommends and implements improvements to data quality associated with processes. Ensures data integrity by identifying gaps, errors, and anomalies, inconsistencies, and redundancies in the content, structure, and relationships within the data. Provides suggestions for systematic changes that will improve the collection of data and align data infrastructure with business needs. Provides routine updates on the stats of projects and initiatives.
Coordination: (10%)
Customer service focused. Utilizes strong communication skills to explain CCL/FCL data processes and data management to negotiate information and resources needed to ensure successful initiatives. Determines the scope, purpose, timeline, and expected outcomes of assignments. Helps develop cost estimates and budgets for technical FCL initiatives. Coordinates with Program Subject Matter Experts (SME's) to ensure accuracy of reporting tools, workflows, reporting procedures and to improve data quality. Provides guidance related to the selection and use of preferred data management and analytic tools; defines, develops, and implements data and reporting standards. Provides guidance and direction to other areas needing technical expertise. Mentors team members.
Knowledge, Skills and Abilities (KSAs):
Knowledge of:
  • Knowledge of statistics and analyzing data sets; running queries, report writing, and presenting findings; and record keeping, including security procedures for handling, protecting, and distributing confidential data.
  • Understanding of and demonstrated skill in relational databases, data processing practices, and theory.
  • Knowledge of or strong aptitude to learn CCL and FCL data

Skill in:
  • Skill in researching and troubleshooting data issues and solving complex problems.
  • Skill in report development and automation.
  • Skill in complex analytic work, identifying trends and concerns, and recommending opportunities for improvement as well as areas of excellence.
  • Skill in using software such as SQL, SQL*Plus, PL/SQL, Tableau, Excel, TOAD, Oracle, SQL Developer, Business Intelligence tools, Python, R, and/or SAS.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field. Experience in data analysis, compilation, and reporting work. Experience with Oracle, SQL Developer, Toad, Tableau, or other database development tools. Experience and education may be substituted for one another, up to four years. Experience with data and applications related to development of Child or Foster Care program reports and visualizations is preferred.
