Job description

Title: Medicaid Business Analyst 
Location: Jackson MS
Duration: 3 years
Positon type: Contract.
 
The Business Analyst plays a critical role in evaluating business processes, supporting application implementations,
optimizing system functionality, and providing ongoing ownership for assigned applications. This role partners closely
with business stakeholders, IT teams, and external vendors to ensure applications meet operational needs throughout
their lifecycle.
The Business Analyst will support multiple initiatives, including new system implementations, in-flight projects, and
existing applications that require enhanced oversight, optimization, and long-term ownership. This position is both
project- and operations-focused, requiring strong analytical skills, technical understanding, and the ability to work
effectively in a regulated environment.
Objectives of This Role
Evaluate current business processes and application functionality to identify opportunities for improvement
Serve as the functional business owner for assigned applications, including systems without existing IT ownership
Translate business needs into clear, actionable requirements that support successful implementations and ongoing
operations
Support the full application lifecycle, including planning, implementation, optimization, maintenance, and continuous
improvement
Ensure solutions meet business needs, user expectations, and organizational standards
Key Responsibilities
Business Analysis & Requirements
Gather, analyze, and document business requirements to identify opportunities for process and system improvement
Translate business requirements into well-defined user stories and functional specifications
Communicate, review, and validate requirements with business and technical stakeholders
Maintain requirements traceability and documentation using tools such as Azure DevOps (ADO), ServiceNow,
Accompa, and other platforms
Application Ownership & Operations
Serve as the primary IT business owner for assigned applications
Support ongoing application maintenance, enhancements, and defect resolution
Act as a liaison between business users, IT teams, and third-party vendors
Assist with production support, issue triage, root cause analysis, and continuous improvement efforts
Maintain functional documentation, workflows, and system knowledge for supported applications
Implementation & Project Support
Support functional aspects of application implementations, including requirements validation, configuration review,
testing, and user acceptance
Assist with project planning, execution, and delivery activities in coordination with project managers and technical
teams
Collaborate with cross-functional teams to manage backlogs, priorities, and release planning
Participate in change management and deployment activities
Testing, Optimization & Reporting
Support and execute functional, integration, and user acceptance testing
Assist with monitoring, tracking, and resolution of reported defects
Analyze business and system processes to identify inefficiencies and bottlenecks
Recommend and help implement process improvements and automation opportunities
Create reports, dashboards, and visualizations to support data-driven decision-making
Required Qualifications & Skills
Strong analytical, critical thinking, and problem-solving skills
Excellent written and verbal communication skills, including technical and functional documentation
Ability to manage multiple initiatives, priorities, and deadlines effectively
High attention to detail and focus on quality
Strong organizational and stakeholder management skills
Experience working within the software development life cycle (SDLC)
Adaptability and comfort working in fast-paced, evolving environments
Proficiency with Microsoft Office and collaboration tools
 
Skills Needed:
Bachelor’s degree in Business Analysis, Business Administration, Information Technology, Computer Science, or a
related field
Five or more years of experience as a Business Analyst, Systems Analyst, Product Analyst, or Quality Assurance
professional
Demonstrated experience with business and technical requirements analysis, validation, and testing
Experience working in government, healthcare, or other regulated environments preferred
Knowledge of Medicaid, SNAP, TANF, or other government programs
Experience supporting enterprise or line-of-business applications
Experience working with vendors and third-party software providers
Experience writing SQL queries
Familiarity with Agile, Scrum, or hybrid development methodologies
Understanding of current IT technologies, tools, and terminology
