INTRODUCTION:
The position of GIS analyst aids the preservation of Spokane Tribal Ancestral, Historic, Archaeological, and Traditional Cultural Places by maintaining the program's geographic information system. This individual is primarily responsible for geospatial database management, processing spatial and ethnographic data into formats appropriate for the platform, and inputting that information and maintaining the integrity of the system. Because of the changing nature of technology, it is imperative that this position be assumed by a person experienced in computer software and hardware operation and maintenance. While training in advanced systems will be ongoing, demonstrated training/education and experience are required. Programming skills and experience with computers graphics (video editing, digitizing images, etc) and knowledge of digital cataloging and curation would benefit the program goals as well.
KNOWLEDGE AND SKILLS REQUIRED FOR POSITION:
  • Extensive knowledge of ESRI's GIS software products including ArcGIS Pro, ArcGIS Extensions, and ArcGIS Online.
  • Expert knowledge of the ESRI file geodatabase and other GIS related data models.
  • Knowledge in the design, creation, and maintenance of GIS Databases.
  • Knowledge of Trimble GPS software and hardware.
  • Knowledge of GPS data collection, data management and associated practices.
  • Skilled in the use of the Microsoft Office suite.
  • Extensive knowledge of the principles and practices of spatial analysis, remote sensing, and cartography.
  • Knowledge of the principles and common standards for geospatial metadata.
  • Knowledge in data conversion and formatting including older Trimble GPS datafiles.
  • Knowledge of computing hardware, NAS drives, TCP/IP networking, and peripheral devices such as large format plotters used in GIS applications.
  • Knowledge of graphic editing software including Adobe Photoshop as they relate to desktop publishing and GIS applications.
  • Knowledge of cultural resources, habitat conservation, natural resources, land management, municipal and tribal government applications for GIS.
  • Understanding of basic digital cataloging and curation methods.
  • Ability to support, plan, prioritize, coordinate the workflow of program staff.
  • Ability to effectively plan, conduct, administer and track GIS purchasing.
  • Ability to communicate complex geospatial concepts to a non-technical audience.

MINIMUM QUALIFICATIONS:
  • Bachelor's degree in GIS or a related field from an accredited college or university.
  • At least two to three years of experience in GIS database management, including at least one year experience in enterprise database management or any combination of experience and education that would provide the required knowledge.

PREFERRED QUALIFICATIONS:
  • Master's degree in GIS or a related field from an accredited college or university.
  • Knowledge of various RBDMSs (Microsoft SQL, PostGres) as applied to enterprise GIS implementations.
  • Knowledge of software programming languages including Microsoft .NET (C#, VB), SQL, Python and others.
  • GIS Professional (GISP) certification preferred.
