About the Position

We are seeking a high-performing Senior Intelligence Analyst to join our Analytics and Technology Team in Jacksonville. This team conducts complex forensic data analysis to identify, detect, and support investigations involving insurance fraud, including organized fraud schemes and other sophisticated criminal activity.

The ideal candidate is a strategic, innovative, and self-motivated professional with experience developing analytical solutions, interpreting complex datasets, and delivering actionable intelligence that supports property and casualty (P&C) fraud investigations. This individual will possess strong analytical and critical-thinking skills, with the ability to transform large volumes of data into meaningful insights that drive investigative outcomes.

The successful candidate will have advanced proficiency in SQL and/or programing languages Python, R, combined with Microsoft Excel, Power BI, and other analytical tools, including experience building and analyzing complex datasets using pivot tables, data modeling, advanced formulas, and visualization techniques to identify trends, anomalies, patterns, and fraud indicators.

In this role, the analyst will collaborate with SIU, Claims, Underwriting, and Analytics professionals to develop data queries, evaluate emerging fraud trends, and convert analytical findings into actionable investigative leads. Experience supporting investigations involving organized fraud rings, network-link analysis, and complex fraud schemes is highly desirable.

The ideal candidate will also demonstrate a passion for leveraging emerging technologies, including artificial intelligence (AI), machine learning, automation, predictive analytics, and advanced visualization tools, to enhance fraud detection and investigative effectiveness. The ability to evaluate and apply innovative technologies to solve complex business challenges and strengthen SIU operations is highly preferred.

This role offers a unique opportunity to combine advanced analytics, investigative expertise, and emerging technologies to help protect Citizens, its policyholders, and Florida's insurance marketplace from fraud.

Job Summary:

This position's primary purpose is to lead the efforts in the detection of fraud impacting Citizens' claims and policies by providing independent and objective data gathering, reconciling, and visual analyses. Design, code, conduct, test, debug and conduct studies and analyze the data to assist with the fraud detection processes. 

Job Duties:

  • Conducts data-gathering assignments; Plans, designs and develops ad hoc query and data mining of insurance claims, policy, agency and payment records using available tools and internal data warehouse, including quality assurance of data.
  • Reconcile, interpret, and analyze moderate to highly complex internal and external data sets to support decision making and detect potential fraudulent trends and patterns involving Citizens' claims and policies.
  • Summarizes and provides independent and objective appraisals of analytical findings using innovative and high-quality data visualization and presents recommendations of results to individual contributors and management.
  • Collaborates with business units across the enterprise and self- initiates designs and implements statistical/predictive models and uses cutting edge algorithms to assist with the detection of potentially fraudulent activities.
  • Participates in the creation and delivery of fraud awareness training to Citizens' employees, business partners and other stakeholders as necessary to facilitate the identification and referral of potentially fraudulent insurance acts to SIU.
  • Researches, evaluates and recommends business solutions that may include software procurement, internal application development, and changes to the scope of vendor services.
  • May coach, advise, counsel or train less-experienced staff; may also direct the work activities of others, provide input in the Performance Management goal setting and review process.

Required Education and Experience: 

  • High School Diploma | GED
  • Bachelor's Degree OR 3 years relevant experience, OR a combination of college education and relevant experience equivalent to 3 years.

AND

  • 6 years of experience quantitatively analyzing detailed data and/or data analytics, data warehousing, or data mining knowledge of advanced statistical techniques and concepts.

Preferred Experience/Education:

  • Advanced proficiency with SQL query, programming languages and expertise with one of the reporting tools.
  • Advanced proficiency with Visualization tools, such as Tableau, Power BI.
  • Knowledge and experience in statistical and data mining techniques, querying databases & visualizing/presenting data for stakeholders.
  • 7 or more years of experience quantitatively analyzing detailed data and/or programming experience in the Property & Casualty Insurance industry.
  • Demonstrated broad problem-solving skills.
  • Master's degree in quantitative field such as Statistics, Economics, Engineering, Actuarial Science or related field OR master's degree in information technology.

Knowledge Skills and Abilities:

  • Advanced SQL query and or advanced knowledge with one of the programming languages like Python, R and proficiency in any one of the reporting tools like Power BI, Tableau.
  • Good knowledge of Software engineering life cycle, principles, practices and ability to review programming code and identify issues, troubleshoot code to identify defects and root cause.
  • Demonstrated knowledge of IT audit, data analytics, as well as investigation processes and methodologies.
  • Solid understanding of Enterprise Software Development and maintenance.
  • Advanced levels of demonstrated analytical and problem- solving skills.
  • Ability to work independently and take initiative, and to interact with all levels of management.
  • Identify and resolve issues and identify solutions, utilizing comprehensive analytical skills and demonstrating attention to detail.
  • Advanced Project management skills.
  • Ability to communicate highly technical topics to non- technical insurance professions. Ability to resolve conflicts and create rapport with business partners.
  • Advanced Microsoft Office Suite skills.
  • Knowledge software life cycle, design, implementation, and deployment, including object-oriented programming concepts.
  • Advanced quantitative, analytical, data-analytics and data-mining skills, problem solving, negotiation, and organizational skills.
