Environmental Compliance Manager

Position Overview
We are seeking a full-time Environmental Compliance Manager to lead our Hampton Roads Environmental Compliance Department. This role focuses on department growth, staff development, and expanding our project portfolio. Projects include environmental compliance services for residential, commercial, utility, and transportation developments.
Job Duties
  • Oversee and manage department operations, including:
    • VPDES/NPDES stormwater compliance inspections and reporting
    • SWPPP development and auditing
    • Coordination with federal, state, and local agencies on wetlands, erosion, sediment control, and stormwater compliance
  • Manage project scheduling, budgeting, and billing
  • Prepare proposals, including scope, fees, and RFP responses
  • Provide internal training, mentoring, and implement standard operating procedures
  • Collaborate with other WSSI and Davey departments as needed

Qualifications
Minimum Qualifications
  • Bachelor's degree in environmental studies or related field (or equivalent experience)
  • 5+ years of experience in NPDES/VPDES compliance inspections and reporting
  • In-depth knowledge of Virginia's General VPDES Stormwater Management Program and Construction General Permit requirements
  • In-depth knowledge of Virginia's Water Protection (VWP) Permit and Virginia State Water Control Law
  • Virginia's Qualified Personnel (QP) Certification
  • Strong project management and multitasking skills
  • Proven business development and networking ability
  • Effective leadership and team management skills
  • Excellent communication skills
  • Experience with diverse public and private clients
  • Willingness to travel regionally and occasionally out of state, including weekends or holidays

Preferred Qualifications
  • 8+ years of VPDES/NPDES compliance experience
  • Virginia DEQ Erosion and Sediment Control (ESC) and Stormwater Management (SWM) Certifications
