The primary purpose of this position is to serve as an Operations Research Analyst performing professional and scientific work requiring systematic, critical, intensive investigation into a subject to develop the principles, criteria, methods, and data to be used in support of projects or problem-solving studies. Exercises 1st level technical and administrative supervisory personnel management responsibilities. Evaluates work performance, gives advice, counsel, or instruction to subordinates on both work and administrative matters. Hears and resolves complaints from employees, referring to group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Identifies developmental and training needs of employees and provides or arranges required development and training. Compiles, organizes, and analyzes data/information to find solutions to problems requiring the use of a broad range of established operations research methods and techniques. Incumbent performs research, analysis, and evaluates information, unusual circumstances, and conventional issues, conditions, and problems. Apply modeling techniques and procedures, designs sample surveys, modify established methods, use probability statistics and trend analysis, and/or perform techniques involving difficult calculations or exact comparability determinations. Utilizes knowledge of unit processes, programs, policies, and objectives to coordinate the work with others and provide recommendations for improvements to meet program objectives. Assists senior analysts in the development and implementation of analytical and simulation models used to evaluate processes or program factors. Applies a variety of innovative analytical techniques to formulate conclusions and solve problems. Performs special research tasks designed to utilize and enhance knowledge of work processes and techniques. Works with higher graded specialists in planning and conducting special initiatives, studies, and projects. Prepare reports and briefings outlining study findings and recommendations. Uses computers and information technology and their varied applications to accomplish projects, plans, and reports. Keeps abreast of emerging technologies and professional development to remain current in the field and for application to work assignments. Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, by reading/reviewing technical journals and current literature, and participation in formal training programs.

Knowledge, Skills, and Abilities (KSA):
1. Professional knowledge of a wide range of principles, concepts, and practices of operations research analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures.
2. Knowledge of mathematics and analysis to perform studies and prepare reports, documentation, and correspondence to communicate recommendations/conclusions clearly.
3. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
4. Ability to analyze problems to identify significant factors and fundamental relationships, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work and confer with co-workers effectively.
6. Ability to utilize AoP concepts and initiatives to plan, organize, and direct the functions and staff of an organization.
