Job description

Partner Community Capital (PCAP) is searching for a bold, strategic, and values-aligned Executive Vice President & Chief Financial Officer to join our executive leadership team. This is more than a CFO role; it is an opportunity to shape the financial future of a high-impact nonprofit Community Development Financial Institution (CDFI) dedicated to fueling entrepreneurship and job creation in underserved communities across our region.

If you are energized by the intersection of rigorous financial strategy and meaningful social impact, and if you thrive in dynamic environments where innovation, adaptability, and grit matter as much as technical mastery, we want to hear from you.

The Opportunity

As EVP & CFO, you will serve as a key thought partner to the President & CEO and the Executive Leadership Team. You will lead PCAP’s financial strategy, long-range planning, and investor relations while overseeing audit, finance, loan servicing, and treasury functions. This is a seat at the table where decisions are made and your financial acumen will directly influence our capacity to lend more, grow further, and deepen our impact.

You will lead:

  • Multi-year financial modeling, scenario planning, and strategic forecasting
  • Capital strategy, asset-liability management (ALM), and liquidity planning
  • Investor and funder relations, including reporting, covenants, and due diligence
  • Annual budgeting, reforecasting, and financial performance analysis
  • GAAP compliance, CDFI Fund reporting, and federal/state funder compliance
  • Current Expected Credit Loss (CECL) methodology and portfolio risk oversight
  • Treasury operations, cash management, and financial risk management policies
  • Annual external audit, Form 990, and internal controls
  • A talented Finance and Loan Servicing team, with a culture of accountability and growth
  • Implementation of modern financial technologies, BI platforms, and data analytics capabilities

What We’re Looking For

The ideal PCAP CFO is as comfortable in a spreadsheet as in a strategy conversation and is equally passionate about both. You are scrappy and resourceful, able to build sophisticated financial infrastructure without big-budget resources. You are collaborative by nature, adaptable when regulations or funding landscapes shift, and deeply motivated by PCAP’s mission.

Required Qualifications:

  • Bachelor’s degree in Finance, Accounting, or related field; MBA, CPA, and/or CMA strongly preferred
  • 15+ years of progressively responsible financial management in nonprofit, CDFI, or commercial lending settings
  • 7+ years of senior-level management and supervisory experience
  • Demonstrated experience raising or managing capital from banks, foundations, institutional lenders, and government agencies
  • Deep expertise in ALM, capital planning, credit risk, liquidity risk, and enterprise risk management
  • Proficiency with financial modeling, multi-year forecasting, and business intelligence (BI) tools
  • Experience with CDFI compliance, federal/state funder requirements, and nonprofit financial reporting

Why PCAP?

At PCAP, your financial leadership will not just appear in reports it will show up in the communities we serve. We offer:

  • A mission you can be proud of every single day
  • A collaborative, committed executive team that values diverse perspectives
  • The opportunity to shape organizational strategy at the highest level
  • A culture that rewards innovation, resilience, and genuine partnership

Compensation, Location and Benefits:

The compensation range for this position is between $175,000 to $205,000, commensurate with experience. Preferred candidates will be in a commutable distance to PCAP’s Charles Town, WV, office, or willing to relocate to the area. This is a hybrid role, requiring you to be onsite a minimum of 2-3 days each week.

PCAP offers a generous slate of benefits including medical, dental, vision, life, short-term, and long-term disability insurances, 403(b) retirement, Flexible Spending Account (medical and dependent care), paid time-off and holidays, and professional development, as well as other benefits and perks.

About PCAP

PCAP is a nonprofit CDFI with a deep commitment to closing the capital access gap for small business owners in low-income and historically underinvested communities. We provide flexible, mission-driven lending to entrepreneurs who are creating jobs, building wealth, and transforming their neighborhoods. Our work is powered by a team that believes financial tools can and should be instruments of equity.
