Position Overview: This position supports the Defense Health Agency (DHA) Disability Evaluation System (DES) program as a Supervisory Policy Analyst. The Supervisory Policy Analyst leads policy analysis for the program that determines fitness for duty and disability benefits for wounded, ill, and injured Service members. This is a leadership seat: you supervise the policy team, own quality of policy deliverables, and interface directly with government program leadership.

Job Type: Full-time/Exempt
Location: On-site, Defense Health Agency, Falls Church, VA
Anticipated Start Date: Upon Contract Award (Estimated October 2026)
Position Responsibilities:
  • Supervise a policy analysis team supporting DES and SCAADL (Special Compensation for Assistance with Activities of Daily Living) programs
  • Analyze new and amended federal laws, Military Department regulations, DoD/VA policies, and court rulings affecting DES and SCAADL; deliver impact analyses and courses of action within a 5-business-day standard
  • Initiate policy planning; draft and coordinate staffing packages, decision papers, and legislative support products through DHA and OSD channels
  • Support quality assurance program execution and QAP reporting under DoDM 1332.18, Volume 2
  • Build and coordinate reports and spreadsheets; apply statistical analysis outputs to policy recommendations; maintain records per DoD records management policy

Requirements
  • Bachelor's degree in public policy, political science, public administration, or business administration (or related field)
  • 5+ years of experience supervising or overseeing large groups of personnel
  • Experience with quality assurance, policy planning, technical, and legislative support
  • Skilled in databases, report and spreadsheet creation/coordination, computer modeling, statistical analysis, and records management
  • Active PMP certification OR Lean Six Sigma Black Belt certification

Preferred Skills/Experience:
  • 5+ years implementing DoD and VA policies and federal regulations, and maintaining compliance
  • Working knowledge of the DoD disability evaluation program (DES/IDES) and its governing regulations (DoDI 1332.18, DoDM 1332.18 Volumes 1-3)
  • Experience with MEB/PEB processes, VTA, or Military Department wounded warrior programs
