Job Summary:

Are you interested in contributing to the quality of life in Toronto by providing decision makers with sound evidence? As part of the Research and Analytics Unit in the Policy and Strategic Planning Branch of P&R, you'll join a team focused on turning data into actionable insights.  

You are a data analyst with strong statistical foundations and hands-on experience in preparing and analyzing large datasets in distributed environments. Working closely with stakeholders, you'll ingest, clean, analyze, and visualize data. You'll also design dashboards and queries, automate recurring analyses, and maintain key performance indicators that guide strategic priorities. 

Major Responsibilities: Data Visualization and Communication: 
  • Compiles data/statistical reports based on data analysis including formatting for audience clarity. 
  • Produces data visualizations on a range of different data sources, including structured, unstructured, real-time and geospatial. 
  • Builds out data visualizations and resulting insights to inform decision-making or to contribute towards briefing decks. 
  • Updates KPI decks on a regular basis to outline major changes, annotates major research projects, and changes to the system that have impact to KPls. 
  • Tracks and maintains major Key Performance Indicators (KPls) and business impacts. 
  • Communicates analysis results to internal and external stakeholders. 
     
Stakeholder Support: 
  • Builds relationships with key business users and decision makers to understand their business analytics needs. 
  • Develops, fosters and maintains effective working relationships with internal and external stakeholders 
  • Project management for work assigned, including prioritization, stakeholder communication, timelines and meeting minutes.  
  • Guides stakeholders to understand the analytics tools and automated dashboards to support decision making. 
  • Trains team members and other stakeholders on foundational analytics capabilities. Gives presentations at relevant learning networks, meetings and events related to findings and data analytics/science. 
     
Research and Analytics: 
  • Provides technical expertise using data analysis techniques to City divisions in support of data-driven decision making. 
  • Uses data science to formulate solutions and/or recommendations (i.e. including utilization of traditional research methods). 
  • Uses statistical techniques (e.g. A/B testing, summary statistics on central tendency, etc.) to ensure high quality analysis. 
  • Performs research on best practices related to data analysis and data visualization. 
  • Contributes to the development of corporate analytical models, dashboards and databases. 
  • Maintains data and records in accordance with Information Management best practices and guidelines (i.e. alignment of data governance best practices). 
  • Provides technical support and assists with performing data cleaning, manipulation, analysis and visualization on data to deliver insights and contribute to evidence informed decision making and solutions. 
  • Connects a variety of business data with location information and analyzes data to gain additional insights. 
  • Sets up data queries, builds Extract, Transform and Load (ETLs), data pipelines and automates recurring analysis, and builds reusable scripts to speed up future analysis. 
  • Troubleshoots and takes actions to resolve issues associated to data, interpretation and reporting. 
  • Ensures data quality, identifies errors and performs data cleaning to ensure accuracy and statistical significance. 
  • Implements changes to existing data measures based on analysis of historical data. 
  • Maintains up-to-date knowledge of both current and emerging data analytics and products. 
     
Key Qualifications: 

Your application must describe your qualifications as they relate to: 
 

  1. Post-secondary education in Data Analytics, Statistics, GIS/Geomatics, Computer Science, Mathematics, Environmental Sciences, Social Sciences, Economics, Health Sciences or equivalent combination of education and relevant experience. 
  2. Considerable experience with data visualization software such as Tableau, PowerBI, ArcGIS, R Shiny, Illustrator and other open-source data visualization tools. 
  3. Considerable experience in descriptive (e.g., mean, standard deviation) and predictive analysis (e.g. regression, time-series analysis, clustering, etc.) 
  4. Considerable experience with statistical computing, object-oriented programming and database query languages (Python, SQL, R). 
  5. Considerable experience in business reporting and synthesizing information from operational systems to produce meaningful reports supporting decision-making. 
  6. Considerable experience with databases and data warehousing including organizing, compiling, manipulating and analyzing large datasets. 
You must also have: 
  • Excellent political acuity with consideration of context and timing. 
  • Ability to create and effectively present information (data storytelling). 
  • Ability to effectively facilitate discussions with various audiences and collect business requirements. 
  • Excellent interpersonal skills; with the ability to develop and maintain inter-professional team relationships with multiple stakeholders, including City staff and the public. 
  • Ability to work and problem-solve independently. 
  • Detail-orientation, dependability, and flexibility with initiative to handle a complexity of tasks simultaneously. 
  • Excellent critical thinking, problem solving and conflict resolution skills. 
  • Excellent time management and organizational skills. 
  • Ability to travel to various locations within the city, as required. 
  • Familiarity with cloud-based analytical tools (e.g. AWS). 
  • Familiarity with version controlled, collaborative data workflows (e.g. git, Jupyter notebooks). 
  • Understanding of data governance, privacy, and ethical analytics. 
  • Ability to comply   with the Ontario Occupational Health and Safety Act (OHSA) and its regulations for the safe performance of his/her duties and responsibilities.
  • Experience with metadata management, data lineage tracing and version control (git).
