Job description

Nature of Work Schedules and oversees the daily activities of a designated crew assigned to repair, maintain and install traffic signal lights, traffic surveillance, and school flashers. Environmental Factors Position functions primarily outdoors with exposure to all weather and traffic conditions; exposure to moving vehicles and equipment, noise, dust, dirt, and pollen; may have exposure to open manholes and street excavations with cave-in potential; safety equipment includes vests, hard hat, safety shoes, goggles, and ear protection. Physical Factors Heavy physical effort is required to perform job functions in a construction environment including standing, bending, stooping, and squatting; ability to lift and push items weighing up to eighty (80) pounds and operating equipment weighing up to five hundred (500) pounds.

Sufficient clarity of speech, hearing, or other communication capabilities, vision or other powers of observation, manual dexterity, and personal mobility and physical reflexes sufficient to effectively and efficiently perform essential job functions. Work Situation Factors Position involves competing demands, performing multiple tasks, working to deadlines, and responding to customer issues. May also involve responding to emergency situations, working extended hours including evenings and weekends, on-call and standby status.

Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policy. Release of Information Form (49 CFR Part 40) required.

Position will be advertised as continuous until filled, with periodic review of applications. FIRST CONSIDERATION MAY BE GIVEN TO CURRENT CITY OF LAS CRUCES EMPLOYEES WHO MEET THE MINIMUM REQUIREMENTS. Full-time; regular; non-exempt; union-represented position This position is graded at BC16. Duties and Responsibilities Performs as lead worker, inspects completed work and work in progress to ensure compliance with standards and safety requirements; provides training, guidance, and instruction to staff on proper work procedures. Serves as a liaison to the supervisor and provides technical support to staff; maintains accurate and timely work records and logs to ensure completion of projects and assignments according to established goals and deadlines.

Ensures appropriate traffic controls and safety procedures are followed to comply with established policies, rules, and regulations; checks system status and sets time on traffic intersection zones to ensure telemetry is in full operation. Provides support to professional staff and management regarding traffic system designs; interprets roadway construction plans, electronic schematics, and diagrams, and makes technical decisions to complete construction and/or repair projects according to established goals. Troubleshoots traffic signal malfunctions to restore operations; programs school flashers and school flasher radio system; meets with railroad officials regarding traffic and railroad crossing signal operations to mitigate traffic and safety issues.

Performs computer programming, hardware, and software troubleshooting, and maintains, monitors, and updates computer systems and software as necessary to support safe and effective traffic signal operations; checks on various computer programs related to Fiber communication, Radio communication, and Camera detection systems. Performs regular field inspections of the operation and condition of control equipment and electronic devices to ensure proper operations and timely maintenance and replacement is performed. Participates in the budget process; monitors expenditures; maintains records of inventories and materials for multiple projects to ensure necessary supplies and materials are available for each project.

Provides timely responses and resolutions to issues received from customers to maintain positive relations with residents; meets and engages with contractors on special projects to verify components. Provides performance feedback, trains, and instructs employees to meet established goals and objectives; participates in staff evaluations with designated supervisor to provide impartial feedback regarding performance; ensures that staff maintain safety standards and adhere to policies and procedures for efficient and safe operations. Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.

Minimum Qualifications Equivalent to a high school diploma PLUS five (5) years of experience in traffic signal operations, which includes experience in Intelligent Transportation Systems (ITS). A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy. Licenses/Certification(s) Valid Class B commercial driver's license is required.

Position requires an acceptable driving record in accordance with City policy. Valid NM Journeyman Electrician License (EE98J) required. Level II Traffic Signal IMSA Certification required.

Level III Traffic Signal IMSA Certification may be preferred. Knowledge, Skills, and Abilities Knowledge of: applicable rules, regulations, specifications, practices, standards, techniques, and procedures to effectively perform the functions of the position; occupational and environmental safety and health hazards, electrical and traffic signal and control safety practices; safe and effective use of related tools, materials, instruments, and equipment; automatic traffic control devices; methods, materials, and equipment used in the installation, maintenance and repair of traffic signal equipment and ITS application devices; manual on Uniform Traffic Control Devices and other relevant manuals; general knowledge of industry related applications such as PCMT 2500, Tsunami, Traffic Dot Sensys, TCP/COM; principles, techniques and practices of effective and respectful customer service; principles of record keeping and records management; business and personal computers, and applicable software applications; principles and practices of effective employee supervision; City organization, operations, policies and procedures to effectively perform the required functions and duties of the position. Ability to: perform a variety of duties and responsibilities timely and with accuracy to meet time-sensitive deadlines and ensure achievement of goals and objectives; read, understand, interpret, and ensure compliance with a variety of specifications, schematics, diagrams, standards, policies, procedures, rules, and regulations governing related activities, programs, and functions; safely and effectively operate associated tools, equipment and motor vehicles; navigate across even and uneven surfaces; discern colors; understand and follow oral and written instructions; communicate appropriately and effectively orally and in writing; use sound judgment in decision-making with limited supervision in daily operations and during malfunctions or other emergencies; compile applicable information and maintain accurate records; review documents and extract relevant information; operate a two-way communication device to communicate with other employees and supervisors; establish and maintain effective and appropriate working relationships with employees and the public; use initiative and independent judgment within established procedural guidelines to successfully meet established goals and objectives.
