Characteristics of the Class: Under the direct supervision, assists clients in becoming self-sufficient by developing strategies for reaching economic independence, and performs various tasks pertaining to the Section 8 Housing Choice Voucher Program for families enrolled in FSS. Examples of Essential Functions: Provides caseload management of FSS participants from recruitment, orientation and intake, through program completion and graduation.* Determine continued eligibility, process yearly contract renewals and perform all standard Section 8 contract maintenance functions such as annual rent determinations and rent increases, requests to move, inspection issues between participants, landlords, and the Authority. Organize and facilitate Program Coordinating Committee (PCC) meetings

Conduct Job Readiness seminars for FSS participants at least once quarterly, presenting a variety of tools, techniques and resources for job search, job preparedness, interview skills, resume building and assisting with maintaining employment. Ensure that program participants are successfully connected with the support services they need to increase economic self-sufficiency. Assists clients in the follow-through on program goals, supports clients to follow all components of their Individual Training and Services Plan (ITSP) and update the ITSP as necessary.

Provides job search assistance, referrals to available job training opportunities, connects with employers to compile a list of available jobs, creates Positive Recruitment events designed to assist FSS participants in obtaining and maintaining employment, conducts outreach activities with community organizations and partner agencies to connect FSS participants with a variety of available resources. Inquires with vendors for available resources and in-kind donations for FSS participants. Performs other related duties to the classification as assigned.

Minimum Requirements: Associate's Degree in the Behavioral Sciences, Social Work, or a related field -AND- two (2) years of experience providing counseling/case management and securing support services for low-income individuals -OR- an equivalent combination of education and/or experience. Ability to obtain Family Self-Sufficiency Case Management Certificate within one (1) year of employment. EXAMINATION Applications will be reviewed for relevant experience, education and training.

Only the MOST QUALIFIED APPLICANTS will be invited to the testing process, which may include any combination of oral, written and/or performance examination.

Applicants must pass each phase of the testing process with a rate of 70% or higher to be placed on the "Certified List". Generation of a Certified List does not mean that there are any vacant and available positions at this time. The Certified List will be available for not less than 12 consecutive calendar months.

THE EXAMINATION FOR THIS POSITION WILL OCCUR ON MONDAY, SEPTEMBER 7, 2026. If you are invited to the examination process, you will receive an email from a recruiter at the Housing Authority NO LATER THAN WEDNESDAY, SEPTEMBER 2, 2026. This will be your only notice.
