Description The Utilities Supervisor for Industrial Waste Control oversees the implementation and enforcement of the Industrial Pretreatment Program to protect wastewater treatment processes, personnel, collection systems, and receiving waters to the POTWs. This position supervises staff, ensures regulatory compliance, and coordinates with industrial users to control pollutant discharges in accordance with local, state, and federal regulations (e.g., EPA and NPDES requirements). The requirements listed below are representative of the knowledge, skill, and/or ability required but are not an exhaustive list of what may be required. Supervise and manage the Industrial Waste Control (Pretreatment) Program, including the Fats, Oils, and Grease (FOG) Program, by directing inspectors, technicians, and administrative staff. Hire, train, supervise, evaluate performance, discipline assigned employees, and establish work schedules, priorities, and safety practices.

Ensure compliance with federal, state, and local pretreatment regulations, including EPA, NCDEQ, NPDES, local sewer use ordinances, and all applicable permit requirements. Administer the industrial pretreatment program by overseeing permitting, inspections, monitoring, and compliance activities for Significant Industrial Users (SIUs) and other regulated facilities. Review and approve industrial discharge permits, reports, enforcement actions, and other regulatory documentation.

Direct inspections, sampling, monitoring, laboratory testing, and investigations of industrial facilities, hazardous material discharges, spills, illegal discharges, and environmental violations. Investigate non-compliance events and permit violations; develop corrective action plans and coordinate enforcement actions, including Notices of Violation (NOVs), consent orders, and administrative penalties. Develop, implement, and maintain standard operating procedures (SOPs), program policies, and best management practices (BMPs), and provide technical guidance to staff and industrial users.

Monitor regulatory developments; evaluate data and regulatory requirements; conduct research; prepare permit applications, post-permit documentation, and required reports; and coordinate with regulatory agencies. Coordinate with wastewater treatment plant operations to address industrial discharge impacts and maintain compliance with treatment system requirements. Maintain accurate records, databases, and documentation related to industrial users, compliance activities, permits, inspections, and enforcement.

Participate in emergency response activities involving spills, hazardous material releases, and illegal discharges to the sanitary sewer system. Represent the Utilities Department and the Publicly Owned Treatment Works (POTW) in meetings with regulatory agencies, industrial users, consultants, and the public. Typical Qualifications Knowledge, Skills and Abilities Thorough knowledge of related industry, organization, and department policies, practices, and procedures; thorough knowledge of related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws; thorough knowledge of standard office and department specific software; thorough knowledge of industry standard and department specific equipment; general knowledge of standard office equipment; general knowledge of standard accounting practices; skill in using assigned equipment; Excellent oral and written communication skills, including the ability to convey information to persons of varying education and experience levels; Knowledge of principles of chemistry, biology, microbiology, wastewater treatment processes and industrial waste pretreatment processes; Excellent problem-solving abilities and ability to analyze and interpret test results and prepare clear and concise technical and analytical reports; ability to make arithmetic computations using whole numbers, fractions, and decimals; ability to compute rates, ratios, and percentages; ability to compute flows, volumes, weights from data ability to establish and maintain effective working relationships with associates and the general public.

Education and Experience Any combination of education and experience equivalent to a high school diploma supplemented by technical school training related to water and wastewater operations, and at least five (5) years of progressively responsible experience in wastewater treatment, industrial pretreatment, environmental compliance, or a related field. Must possess working knowledge of EPA Pretreatment Regulations (40 CFR Part 403) and applicable state regulatory requirements. Supervisory or leadership experience is preferred.

A bachelor's degree in Environmental Science, Chemistry, Biology, Engineering, or a closely related field is preferred Supplemental Information Working Conditions Combination of office and field work.
