Job description

Principal Consultant/Lead Expert Witness - FERC Ratemaking & Regulatory Expert

Electric & Gas Pipelines

Location: Washington, DC

The Firm

Concentric Energy Advisors (โ€œConcentricโ€) is an employee-owned management consulting and financial advisory firm serving the North American energy and utility industries. Since 2002, Concentric has built a national reputation for excellence in ratemaking and utility regulation, litigation support, market strategy, and financial advisory services, working with investor-owned utilities, regulators, and other industry participants on complex, high-stakes matters.

Headquartered in Marlborough, MA, with offices in Washington, DC and Calgary, Concentric combines deep technical expertise with a collaborative, ownership-driven culture.

The Opportunity

We are seeking a FERC Ratemaking and Regulatory Expert to serve as a Principal Consultant and Lead Expert Witness on complex electric transmission and/or gas pipeline matters. This role is designed for an experienced professional who has personally led cost-of-service analyses, defended positions in contested proceedings, and provided expert testimony before FERC, including on prudence and cost recovery issues.

This is a visible, client-facing leadership role, shaping regulatory strategy, leading engagements, and serving as a trusted advisor to senior utility leadership and legal counsel. Depending on background and preference, the role can emphasize electric, pipeline, or hybrid FERC ratemaking matters.

*This is a hybrid role, with three days per week in-office in our Washington, DC location and two days per week working remotely.*

What You Will Do

As a Principal Consultant, you will own outcomes and credibility across the full lifecycle of regulatory and litigation-support engagements, including:

FERC Ratemaking & Cost-of-Service Leadership

  • Lead and review FERC cost-of-service, rate design, and revenue requirement analyses for electric transmission and/or natural gas pipeline clients.
  • Advise clients on rate filings, compliance filings, settlements, and contested proceedings before FERC.
  • Evaluate cost recovery issues, including capital investment, O&M, depreciation, return, and allocation methodologies.

Expert Testimony & Prudence Matters

  • Serve as lead or sponsoring expert witness in FERC proceedings, including preparation and defense of written testimony, exhibits, workpapers, and discovery responses.
  • Provide expert analysis and testimony on prudence evaluations, cost reasonableness, and regulatory compliance.
  • Support litigation strategy in close coordination with internal teams, external counsel, and client leadership.
  • Participate in hearings, settlement negotiations, and technical conferences.

Client & Practice Leadership

  • Lead multi-disciplinary consulting teams and manage complex engagements from scoping through final deliverables.
  • Act as a senior advisor to utility executives on regulatory risk, strategy, and positioning.
  • Contribute to business development opportunities by leveraging professional relationships, regulatory credibility, and expert reputation.
  • Help shape and evolve Concentricโ€™s FERC ratemaking and litigation-support offerings, including mentoring junior staff and strengthening analytical standards.

What Success Looks Like

Successful candidates in this role are known for:

  • Clear, defensible analysis that stands up under cross-examination.
  • The judgment to balance technical rigor with regulatory strategy.
  • Comfort operating in high-stakes, adversarial settings.
  • The ability to translate complex ratemaking concepts for senior decision-makers.
  • A reputation for integrity, credibility, and professionalism with regulators, clients, and peers.

Ideal Candidate Profile

Required Experience

  • 10+ years of experience in FERC ratemaking and regulatory matters, gained through:
    • Consulting,
    • An investor-owned utility,
    • A regulatory agency (including former FERC staff), and/or
    • A Big 4 or similar professional services firm.
  • Demonstrated experience leading FERC cost-of-service and ratemaking analyses for electric transmission and/or natural gas pipelines.
  • Direct experience serving as an expert witness or sponsoring testimony in FERC proceedings, including prudence-related matters.
  • Strong written and oral communication skills, with experience presenting complex positions to regulators, attorneys, and senior executives.

Education

  • Bachelorโ€™s degree required (Economics, Finance, Accounting, Mathematics, or similar preferred).
  • Masterโ€™s degree, MBA, JD or PhD strongly preferred, but not required.

Additional Expectations

  • Ability to operate independently while collaborating effectively in team environments.
  • Strong attention to detail, organization, and professional judgment.
  • Willingness to travel occasionally for hearings, client meetings, and regulatory proceedings (U.S. and Canada).

Compensation & Ownership

  • Base salary range: $168,000 - $297,000+, depending on level and experience, plus annual incentive compensation bonus.
  • Comprehensive benefits package including health, dental, vision, 401(k) with company match, flexible spending accounts, Health Savings Account with company seeding, extensive paid time off programs, tuition reimbursement and a focus on learning, development and training for continual career growth.
  • Opportunity to become a shareholder in an employee-owned firm and participate directly in Concentricโ€™s long-term success.
