Job description

Position Function SUMMARY:

Under direct supervision of the department Manager, the Engineer plans, designs, and oversees construction and maintenance of building structures and facilities, such as roads, hydraulic systems, canals, laterals, pipelines, water systems, siphons, pumping plants, and irrigation projects. The Engineer may assist in overseeing heavy equipment operators and laborers, ensuring proper policy and procedures are followed according to NAPI farm operations and assists in fulfilling technical contract requirements, ensuring water delivery to the NAPI farm operations through an oversight of Navajo Indian Irrigation Project (NIIP) automated water delivery system facilities and equipment (Navajo Dam Head works, Cutter Dam, Main Canal, and Coury Lateral).

II. ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:

General Duties & Responsibilities

  1. Analyze survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to plan projects.
  2. Plan and design hydraulic systems and structures, following construction and engineering standards, using AutoCAD.
  3. Compute load and grade requirements, water flow rates, and material stress factors to determine design specifications.
  4. Inspect project sites to monitor progress and ensure conformance to design specification and safety standards.
  5. Direct construction, operations, and maintenance activities at project sites.
  6. Direct or participate in surveying to lay out installations and establish reference points, grades, and elevations to guide construction.
  7. Estimate quantities and cost of materials, equipment, or labor to determine project feasibility.
  8. Prepare or present public reports, such as bid proposals, environmental impact statements, and property and right-of-way descriptions.
  9. Test soils and materials to determine the capability and strength of foundations, concrete, or steel.
  10. Provide technical advice regarding design, construction, or program modifications and structural repairs to department personnel and management.
  11. Evaluate and estimate the quality of heavy equipment for on-going projects.
  12. Assist the farm operations with irrigation scheduling for high priority crops.
  13. Plan, organize, coordinate, implement, direct, evaluate, and adjust the current Load Management Program.
  14. Perform all facets of project in compliance with associated existing contracts, i.e.: NAPI/WAPA Firm Electric Service Contract, NAPI/WAPA Management Agreement Contract, NAPI/BIA/PNM Maintenance Contract, and NAPI 638 On-Farm Development Contract.

Operations & Maintenance

  1. Develop maintenance solution for catchment and headworks; channels; structures; communication & ancillary works, tertiary subsystem, and drains.
  2. Perform maintenance survey of flow control and flow measurement structures; develop maintenance plan, budget, and schedule.
  3. Develop annual budget request, budget control and accountability and preparations of annual report for 638 programs compiled.

Technical Services

  1. Assist the irrigation department design and maintain a standard collection of files such as sprinkler charts, irrigation system data, RTU, sprinkler packages, pressures, and flow rates.
  2. Assist in the design and implementation of new or redeveloped center pivot systems.
  3. Assist and train crop managers and other potential personnel with data collection for weather stations and soil moisture equipment.
  4. Assist in the design and implementation of new or redeveloped center pivot systems and NAPI Processing and Storage infrastructure.
  5. Assist in administration of on Farm Development projects.
