Job description

Lynker Corporation is seeking a Gulf Video Survey Watch Stander and Video Annotation Specialist to support the Southeast Fisheries Science Center’s Population and Ecosystems Monitoring Division and Gulf and Caribbean Reef Fish Branch. This proposed role will support reef fish surveys, fisheries and environmental sampling, underwater video annotation, data management, and public outreach. *Hiring for this position will be contingent on contract award.

The Population and Ecosystems Monitoring Division conducts large-scale fishery-independent surveys and applied research throughout the Gulf of America, South Atlantic, Caribbean, and Atlantic high seas. The Gulf and Caribbean Reef Fish Branch uses underwater video, habitat mapping, environmental sampling, and other survey methods to assess reef fish populations and their habitats.


Duties of the Gulf Video Survey Watch Stander and Video Annotation Specialist will include the following:

  • Learn and perform Survey Watch Stander duties during reef fish surveys conducted aboard NOAA ships, charter vessels, and small research vessels.
  • Participate in other Population and Ecosystems Monitoring Division resource surveys, as requested.
  • Support video camera and conductivity, temperature, and depth instrument deployments, habitat mapping, and environmental data collection.
  • Complete pre-survey and post-survey inventories of equipment and gear.
  • Prepare and load survey gear, supplies, and equipment.
  • Clean, maintain, unload, and properly store survey equipment.
  • Conduct biological and environmental sampling, data collection, and sample or data processing under field conditions according to prescribed standard operating procedures.
  • Log and appropriately store survey data following each survey.
  • Learn established video annotation procedures for Gulf Fishery Independent Survey of Habitat and Ecosystem Resources and Puerto Rico Deep Water survey data.
  • Annotate underwater video for habitat and species detection and enumeration.
  • Identify marine fishes in all life stages from habitats in the Gulf of America and adjacent seas.
  • Review and correct semi-automated video annotations produced using Google Cloud Platform and Video and Image Analytics for Marine Environments software.
  • Support video annotation data review, quality assurance, and quality control.
  • Enter or upload data into Gulf and Caribbean Reef Fish Oracle databases.
  • Update annotation tracking sheets and GitHub project management tools.
  • Communicate with annotation reviewers and survey coordinators regarding assigned annotations.
  • Learn to use artificial intelligence and machine learning software and manage outputs used to post-process survey data.
  • Participate in marine science outreach and education activities, including school programs, science fairs, laboratory and ship tours, fairs, and festivals.

The Gulf Video Survey Watch Stander and Video Annotation Specialist should have the following:

  • A bachelor’s degree in marine science or a related field of study.
  • Computer literacy and experience with common word-processing, database, statistical, and graphics programs.
  • Ability to prepare reports at the college level.
  • Proficiency using fish, invertebrate, and protected-species identification books and keys.
  • Knowledge of and ability to identify reef taxa from the Gulf of America.
  • Knowledge of endangered or threatened species.
  • Ability to work aboard NOAA ships, charter vessels, and small research vessels.
  • Ability to conduct fisheries and water-quality sampling and troubleshoot issues with limited resources while at sea.

The ideal Gulf Video Survey Watch Stander and Video Annotation Specialist will have the following preferred qualifications:

  • Relevant volunteer experience.
Work Environment

The position may be based at the Southeast Fisheries Science Center laboratory in Pascagoula, Mississippi, or Panama City, Florida. Work will be performed in laboratory, office, field, dockside, and at-sea environments aboard NOAA ships, charter vessels, and small research vessels.

Personnel participating in research cruises aboard NOAA ships must complete the applicable NOAA medical and tuberculosis screening requirements and maintain a current tetanus vaccination. Domestic and international travel may be required to support surveys, workshops, and working-group meetings. Work outside normal operating hours, including nighttime, weekend, and overtime work, may be required before, during, and immediately following surveys or other field activities. All overtime and travel must receive the required advance authorization.
