Engagement Type Contract Short Description NCDIT-T GIS Team seeks a Technical Specialist - Junior that will provide dedicated support the STOC and Transportation Mobility & Safety by assisting with maintaining and updating GIS data used in routing, traffic operations, and incident response. Complete Description - The candidate will need to come on-site on the first day to collect equipment.
- All candidates must be local to the Triangle region of North Carolina.
- This position may require onsite attendance when business needs warrant inperson participation, such as scheduled meetings or other taskspecific activities.
NCDIT-Transportation (NCDIT-T) GIS Team is seeking a Technical Specialist - Junior that will provide dedicated support the State Traffic Operations Center (STOC) and Transportation Mobility & Safety Unit by assisting with maintaining and updating GIS data used in routing, traffic operations, and incident response. This role works with TM&S staff to understand basic workflow needs, assist with gathering requirements, and help build simple to moderately complex maps, dashboards, and GIS tools that support daily operations. The primary focus is to communicate clearly with non-GIS users, ask questions to understand requests, and follow established GIS Unit standards when creating or updating data and applications. Daily work includes editing geometry, updating events and attributing data, performing QA/QC checks, and assisting with progress tracking and documentation. The role may also support Arcade coding and help with ETL processes under guidance from more senior team members.
This position will require an advanced knowledge of ArcGIS Online, the Esri Software Suite, and ArcGIS Enterprise. The candidate must be able to build web mapping applications independently, publish hosted and referenced feature services, and understand the life cycle of GIS products from requirements gathering to databases, schema creation, cartography, application development, and maintenance.
Note: Candidates must be willing and able to perform 12+ hour days in the event of a major emergency activation, including evenings, weekends, and holidays. The ideal candidate will be able to travel to and from the STOC in Raleigh for in-person support during a major activation lasting >5 days. The State will not cover this travel expense, and it must be budgeted and supplied by the contracting firm. Candidates will be paid a flat hourly rate during approved overtime hours, if required. Preference will be given to candidates that live within <1 hour commute to STOC.
The ideal candidate will be able to shadow meetings, listen to issues, and independently identify potential GIS solutions based on complex issues. The ability to quickly generate solutions and describe them to non-IT personnel is essential to this role. Documentation, organization, and communication skills are required. This position will report to the Specialist - Expert position and must be able to take direction and work collaboratively extremely well, both in person, and remotely.
A sample of work is required as part of the submission for this position. A sample of work can include documentation of a GIS process, a cartographic map, a report on a GIS solution, or a link to a GIS application in which the candidate was the primary creator/developer.
Role/Responsibilities:
-Update and maintain GIS data by editing geometry, events, and attributes to support STOC and TM&S operations.
-Perform routine QA/QC checks to ensure data accuracy and follow established GIS Unit workflows and standards.
-Assist in creating and updating basic to moderate complexity maps, dashboards, and GIS tools used for routing, signal operations, incident response, and situational awareness.
-Work with TM&S staff to understand their requests, ask clarifying questions, and document requirements in a clear and simple way.
-Write basic Arcade code to support mapping, queries, calculations, and display.
-Support ETL processes under guidance from senior GIS staff, helping keep data and applications up to date.
-Attend STOC meetings to observe workflows and learn operational needs, gradually building the context needed to support the future GIS solutions.
-Provide general GIS support by answering user questions, troubleshooting simple issues, and escalating more complex problems to senior staff.
