Job description

HealthPartners is hiring a Manager, Health Care Data Engineering. At HealthPartners, the mission is to provide simple and affordable healthcare. The organization uses data to improve patient and member experiences, enhance health outcomes, and reduce the overall cost of care.

The Data Engineering Manager leads a team responsible for building and optimizing data pipelines that support analytics, reporting, and enterprise decision-making. This team brings together data from multiple systems, standardizes it, and delivers reliable, usable data across the organization.

In this role, the manager coaches and supports a team of engineers and analysts working in agile environments, ensuring the delivery of high-quality, scalable data solutions. The position partners closely with internal IT teams, manages vendor relationships, and supports work that spans finance, actuarial, clinical, and operational areas.

The role oversees a team of 8 to 12 team members and reports to the Director of Enterprise Information Management. It plays a key part in advancing the transition to modern, cloud-based data platforms while maintaining strong operational performance and data quality.

This role has enterprise-wide impact by enabling teams across HealthPartners to access trusted data that drives insights, decision-making, and improved health outcomes.

Required Qualifications:

  • Bachelor's degree in computer science, data or social science, operations research, statistics, applied mathematics, econometrics, or a related quantitative field, or equivalent combination of education and experience.
  • Ten (10) years of progressive technology experience, including at least five (5) years with expert-level knowledge in one or more of the following domains: data management, software engineering, or infrastructure and operations (I&O).
  • Four (4) years of experience in business analytics, data science, software development, or data modeling 
  • Five (5) years of technology leadership experience
  • Experience working within the healthcare industry, with an understanding of healthcare data, systems, and/or regulatory environments.
  • Proficiency in leveraging AI tools (e.g., Microsoft Copilot) to enhance productivity, streamline workflows, and support data-driven solutions.
  • Knowledge of Microsoft cloud architecture and scalable solutions including service and container orchestration
  • Demonstrates a high level of motivation and self-direction, with strong curiosity, creativity, and a proactive approach to problem-solving.
  • Demonstrates effective communication skills, with the ability to effectively collaborate with end users and engage with business leaders.
  • Demonstrates the ability to effectively support and collaborate within a diverse development and/or operations team environment.

Preferred Qualifications:

  • Experience with Microsoft ecosystem tools including Azure, Power BI, Copilot, and Databricks. 
  • Exposure to agile/scrum
  • Collaborate effectively with product management, program management, engineers, and stakeholders.
  • Excellent analytical and critical thinking skills
  • Ability to influence without authority and thrive in an ambiguous environment.
  • Excellent change-management and navigation skills
  • Ability to work in a hybrid cloud environment consisting of on premise and public cloud infrastructure.
  • Interest and desire to contribute to emerging practices around DataOps (CI/CD, IaC, configuration management, etc.)

Hours/Location:

  • M-F; core business hours
  • The position follows a hybrid work model, with an expectation of onsite presence Tuesday through Thursday at the Bloomington corporate office.
  • This role does not have a formal on-call rotation; however, the manager serves as an escalation point and may occasionally be required to address issues outside of standard business hours.

Responsibilities:

  • Build and lead a multidisciplinary "center of excellence" team of data engineers, machine learning engineers, automation specialists; inspire a culture of collaboration and support.
  • Serve as a system-wide thought leader on data lake strategy, ensuring alignment with strategic priorities of the plan, care group, and institute.
  • Support workforce management (across the entire employment continuum) for a team of data engineers.
  • Support and consult on our technology teams' data pipeline and AI deployments to ensure safe, equitable, and compliant adoption of AI across the enterprise.
  • Work with direct reports, stakeholders, data scientists and analysts to frame problems, clean and integrate data, and determine the best way to provision that data on demand. 
  • Partner with compliance, privacy, and security teams to ensure adherence to HIPAA, CMS, ONC, FDA, and research ethics requirements.
  • Collaborate with project team members (Product Owners/Managers, Engineering Leads, Data Scientists, Managers) to build efficient data driven platforms.
  • Present technical solutions, capabilities, considerations, and features in business terms, effectively communicate status, issues, and risks in a precise and timely manner.
  • Establish the technology roadmap and strategy within the team and across the organization.
  • Guide, mentor, influence, and adopt a cloud-first modern data architectural direction and consistently adopt the associated standards and best practices.
  • Support incident management and resolution best practices.
  • Support budgeting and capital planning efforts relating to data pipeline development.
  • Perform other duties as required, to meet division goals.
