Job description

SABG is hiring an Electrical Engineer to support Civil Engineer and Acquisition Support Services at Hurlburt Field, FL. Travel: On-site. No travel outside the perimeter of Hurlburt Field is expected. This position is contingent upon contract award. JOB TITLE: Electrical Engineer CLEARANCE: U.S. national personnel require a minimum of a NACI/SF85 LOCATION: Hurlburt Field, FL Selected candidates will contribute to a comprehensive suite of Design and Construction Support Services delivered on behalf of the 1st Special Operations Civil Engineer Squadron (1 SOCES) at Hurlburt Field, Florida. All work products shall meet high quality standards, be submitted on schedule, and be performed on-site at Hurlburt Field. Scope of services encompasses oversight of professional services activities; studies, analyses, and technical evaluations; and the application of specialized engineering and technical knowledge. Personnel will be assigned to support either the Engineering Flight (CEN) or the Operations Flight (CEO). ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position. * We are seeking licensed or license-eligible Electrical Engineers to lead and contribute to the design, analysis, and technical delivery of complex electrical systems serving Department of Defense and commercial facility and infrastructure programs. Depending on qualifications and project assignment, personnel may support either the Engineering Flight (CEN) or Operations Flight (CEO). * Engineer and deliver design solutions for complex electrical systems, including facility power systems and high-voltage distribution networks. * Provide technical support across all project phases - from initial planning and design through construction oversight and project closeout. * Integrate electrical engineering expertise within cross-functional project teams to develop cohesive infrastructure solutions. * Apply current design standards and engineering best practices to produce accurate, code-compliant technical deliverables. * Develop and review drawings, specifications, technical reports, and construction documents. * Requirement Development Support * * Automated Data Processing (ADP) Systems: Candidate must be proficient in the ADP platforms and tools employed by 1 SOCES and its customers to fulfill the technical requirements of this PWS. * Data Repository: Responsible for storing, transmitting, evaluating, and presenting data and project records generated in support of the 1 SOCES mission. * Data Collection: Conduct field and program data collection activities to establish sufficient project definition for programming purposes and to support submission of requirements to an A/E firm for design development. * Design and Production of Visual Media Products: Develop and produce graphics, presentations, and other visual media products required to communicate engineering and program information in support of 1 SOCES mission objectives. * GeoBase, GeoReach and Other Geospatial Functions: Apply geospatial data, tools, and platforms - including GeoBase and GeoReach - to support 1 SOCES planning, design, and infrastructure management activities. * Design Management Support * * Automated Data Processing (ADP) Systems: Maintain proficiency in ADP systems used by 1 SOCES and its customers to effectively support design management tasks under this PWS. * Data Repository: Manage the storage, transmission, evaluation, and presentation of all data produced in support of 1 SOCES design management activities. * Pre-Award Support: Translate customer-defined requirements into complete technical packages suitable for A/E contractor solicitation, including parametric cost estimates, design instructions, and supporting documentation for DD Form 1391s. Provide support to 1 SOCES in overseeing and administering A/E contracts. * Technical Interchange: Serve as a technical resource for 1 SOCES, delivering presentations, preparing meeting agendas and minutes, and facilitating coordination sessions. Specific deliverables will be defined at the Task Order level. * Deliverable Review: Conduct thorough technical reviews of A/E contractor submittals within one week of receipt. Assessments shall address functional accuracy, technical completeness, and regulatory compliance. Review products shall include a written recommendation regarding government acceptance or rejection. * Documentation: Support program file management by organizing records, maintaining documentation, and providing administrative assistance including preparation of minutes for regulatory and partnering meetings conducted at Hurlburt Field. * Statutory and Regulatory Requirements Support: Analyze and interpret new statutory and regulatory requirements applicable to 1 SOCES programs. Prepare deliverables that define how requirements apply and include actionable recommendations for Air Force implementation. * Cost and Scheduling Support: Develop and maintain project cost and schedule deliverables in support of A/E design activities. Products shall include design instructions, ROM parametric cost estimates, design-phase status reports, and recommended corrective actions to address schedule delays or cost variances. * Design Acquisition/Execution Support: Provide support to design acquisition and execution activities within the bounds of contractor authority. Personnel shall not exercise inherently governmental functions as defined by OFPP Policy Letter 11-01 and FAR Subpart 7.5, and shall not make binding decisions, issue direction, conduct negotiations, or execute contracts on behalf of the government. * Design and Project Development * * Pre-Award Support: Develop technical packages suitable for delivery to Construction contractors, translating customer requirements into complete project documents including parametric cost estimates, statements of work, and other materials necessary to support project completion. Provide ongoing support to 1 SOCES in construction contract administration. * Technical Interchange: Provide subject matter expertise to 1 SOCES in support of construction project activities. Prepare and deliver technical presentations, draft meeting agendas and minutes, and facilitate project coordination meetings. * Deliverable Review: Review and assess technical submittals from Construction contractors within one week of receipt for functional accuracy, technical adequacy, and compliance with applicable standards. Provide written findings and a recommendation regarding government acceptance or rejection. * Documentation: Assist with construction project file organization, records management, and administrative support functions including documentation of regulatory and partnering session proceedings at Hurlburt Field. * Core duty hours are 0730-1630. Personnel may be required to work outside these hours as needed to meet PWS deliverable timelines. EDUCATION AND EXPERIENCE: • At least five (5) years of professional experience designing and developing technical solutions for complex electrical systems in DoD or commercial facility and infrastructure environments, including power distribution, facility electrical systems, and high-voltage applications. • Bachelor's degree in Electrical Engineering from an ABET-accredited program.
