Overview

M&J Engineering, D.P.C. is seeking a Forensic Engineering Expert for Water Main Failure Analysis to work on projects in the New York Cit area. Our projects are generally located at public facilities, including but not limited to, schools, public buildings, bridges, subway stations, etc. This is an exciting opportunity to join our collaborative team of experienced engineers, architects, scientists and other professionals.

Since its inception in 2004, M&J has grown into diversified provider of engineering, construction management, construction inspection, technology, and environmental services to a broad range of clients, including federal, state and city/local agencies, private owners, architects, engineers and contractors.

M&J Engineering is a leader in construction management and inspection, ITS, mechanical, electrical, wastewater, water supply, tunnel airport, port, marine/coastal, environmental engineering, and design-build services for both new infrastructure projects and renovations.

Responsibilities
  • Conduct forensic evaluations of water main failures, including field inspections and laboratory testing
  • Analyze materials, fracture surfaces, corrosion mechanisms, and installation or operational factors
  • Develop clear, defensible conclusions regarding failure causation
  • Prepare and sign sealed forensic reports in accordance with NYCDEP requirements
  • Provide technical support during agency reviews, meetings, or hearings as required
  • Perform forensic investigations of water main failures, including site inspections, evidence documentation, and coordination with NYCDEP staff
  • Conduct or oversee laboratory testing, including metallurgical and materials testing, in accordance with applicable standards (ASTM, AWWA, ASME)
  • Evaluate contributing factors such as material defects, corrosion, installation practices, operational conditions, and external impacts
  • Prepare signed and sealed forensic analysis reports identifying failure mechanisms and probable cause
  • Provide technical support during NYCDEP reviews, meetings, audits, claims evaluations, or hearings, as required

Preferred Experience:

  • Prior forensic services performed for NYCDEP or other municipal, state, or federal agencies
  • Experience providing expert opinion or testimony in support of claims, litigation, or insurance matters
  • Familiarity with NYC water distribution infrastructure and DEP standards, specifications, and procedures

Qualifications
  • Bachelor's degree or higher in Materials Science, Metallurgy, Mechanical Engineering, or a closely related engineering discipline
  • Minimum of 10 years of professional experience in forensic analysis, failure analysis, or infrastructure-related investigations
  • Demonstrated experience with water main systems, piping materials, corrosion, fracture mechanics, and failure modes
  • Ability to prepare, review, and sign forensic engineering reports for submittal to NYCDEP
  • Strong technical writing skills with experience producing defensible, well-documented expert reports
  • Familiarity with applicable standards, codes, and testing methodologies (e.g., ASTM, AWWA, ASME)

Licensure Requirements:

  • New York State Professional Engineer (PE) license required, or ability to obtain NYS licensure prior to assignment
  • Ability to seal and certify reports in accordance with New York State Education Department (NYSED) and NYCDEP requirements

Salary: $120,000 - $200,000 based on experience, qualifications, and project scope
