Application Developer III
The Department of Administration's (Admin) Division of Enterprise Applications (DEA) is seeking an Application Developer III to join the team. We are in growth mode, and it is an exciting time to be a contributing member to SC Enterprise Information System (SCEIS)! SCEIS is the backbone of our business processes and ultimately empowers decision makers to improve government for the citizens. If you enjoy working at the intersection of people, process, and technology, and are motivated by a fast paced, multi tasked and transforming environment, then this position could be for you. In this role your technical expertise will focus on the design, development, implementation and maintenance of our enterprise solutions. Our environment consists of cloud-based applications, application program interface (APIs), system integrations, automation solutions, and enterprise enhancements that support our continued path forward.You will provide technical leadership on complex development efforts within these emerging technologies, provide architectural review, mentor junior developers, and promote software engineering best practices that improve application quality, performance, and long-term maintainability.
This position is onsite in Columbia, South Carolina.
Responsibilities of the Application Developer III:
  • Develop, test, and implement cloud-based applications, APIs, integrations, automation solutions, and enterprise system enhancements in accordance with established coding standards, security requirements, architectural guidance, and development best practices.
  • Build, configure, deploy, and maintain application components utilizing modern DevOps and cloud technologies.
  • Assist with application maintenance, system upgrades, testing efforts, implementation, resolve complex application defects, integration issues, and production support activities.
  • Troubleshoot, analyze, and resolve complex application defects, integration issues, and production support incidents.
  • Collaborate with architects, product owners, business stakeholders, and development team members to analyze business and technical requirements and translate the requirements into technical tasks, testing requirements, and implementation plans.
  • Design cloud-based applications, APls, integrations, automation solutions, and enterprise system enhancements with solution alternatives.
  • Participate in backlog refinement, sprint planning, work estimation activities, and Agile ceremonies.
  • Identify technical risks, dependencies, and mitigation strategies.
  • Conduct peer reviews to promote code quality, maintainability, and development standards.
  • Maintain awareness of emerging technologies and software development best practices.
  • Collaborate with team members to improve development processes, delivery efficiency, and engineering standards.
  • Participate in cross-functional initiatives and enterprise technology projects.
  • Perform other duties, assignments, and special projects as assigned.

Minimum and Additional Requirements
  • A bachelor's degree in computer science, information technology, or a related field and five (5) years of professional experience in cloud-based software development.
  • Relevant professional experience may substitute for the bachelor's degree on a year-for-year basis.
Additional Requirements:
  • Experience with cloud-native, serverless and containerized application development in Azure or AWS using at least one of the following programming languages: Java, ABAP, JavaScript, Typescript, Python, C# (Java, ABAP, and Typescript is preferred).
  • Experience working in an agile framework such as Scrum.
  • General understanding of Infrastructure as Code programming languages (Terraform, Bicep, or CloudFormation), SOLID design principles, and common architectures (Event-Driven, Scheduled, Microservices).
  • Familiar with common SQL and NoSQL database, Data Lake and Data Warehouse technologies.
  • Experience using modern source control and project management tools and services such as GitHub, Jira, or Azure DevOps.
  • Experience working with ERP systems such as SAP is preferred but not necessarily required.
  • Currently holds or can quickly achieve any required Ivalua L3 certifications and all intermediate prerequisites.
  • Position may be required to report to work during emergency situations and hazardous weather events.
