Senior Java Developer – CSMS (Child Support Management System)
Job Summary
We are seeking an experienced Senior Java Developer to join the CSMS modernization team. This role will design, develop, and maintain mission-critical microservices supporting child support case management operations. The ideal candidate has strong experience building loosely coupled, independently deployable services within a cloud-native environment.
Key Responsibilities
  • Design, develop, and maintain Java/Spring Boot microservices using domain-driven design and service decomposition best practices.
  • Develop scalable web applications, REST APIs, Spring Batch jobs, and integration services.
  • Build well-defined API contracts and implement synchronous REST and asynchronous messaging patterns.
  • Develop and optimize Spring Batch jobs for high-volume processing and scheduled workflows.
  • Implement data access using Hibernate/JPA and PostgreSQL.
  • Collaborate with architects, business analysts, and cross-functional teams to translate requirements into technical solutions.
  • Participate in code reviews, enforce development standards, and mentor junior developers.
  • Troubleshoot distributed application and microservices issues.
  • Support CI/CD pipelines, deployment automation, unit testing, and integration testing.
  • Support third-party and inter-agency system integrations.

Mandatory Qualifications
  • 7+ years of professional Java development experience.
  • Strong proficiency in Java 21, including records, sealed classes, pattern matching, and virtual threads.
  • Proven experience designing and developing microservices architectures.
  • Extensive experience with Spring Boot and the Spring ecosystem, including Spring MVC, Data, Security, and Cloud.
  • Hands-on experience with Spring Batch for large-scale data processing.
  • Strong Hibernate/JPA and relational database experience, preferably PostgreSQL.
  • Experience building and consuming RESTful APIs, including API versioning and contract-first design.
  • Experience with inter-service communication using REST, messaging queues, and/or event-driven patterns.
  • Experience deploying and operating microservices on AWS, including services such as EC2, ECS/EKS, RDS, S3, SQS, and Lambda.
  • Experience with CI/CD tools such as Jenkins or GitHub Actions.
  • Strong knowledge of design patterns, SOLID principles, clean code, Git, and collaborative development.
  • Understanding of distributed systems concepts including fault tolerance, circuit breakers, retries, and observability.
Desirable Qualifications
  • Experience working on government, state, federal, or other public-sector IT projects.
  • Experience with microservices patterns such as Saga, CQRS, event sourcing, and API composition.
  • Experience with Docker, Kubernetes/ECS, and service mesh technologies.
  • Knowledge of SQS, SNS, Kafka, API Gateway, or Spring Cloud Gateway.
  • Experience with centralized logging and distributed tracing tools such as CloudWatch, Splunk, Datadog, Zipkin, or OpenTelemetry.
  • Knowledge of Terraform, CloudFormation, OAuth2/OpenID Connect, Flyway, or Liquibase.
