Transmission Business Relations Specialist

Summary:
This position is responsible for partnering with the Manager, Transmission Business Relations to develop and manage the resolution of member-specific transmission service issues, assist with developing and managing strategies to address member-owner and inter-utility concerns, and maintain relationships with member-owners and inter-utility partners. This position is also responsible to negotiate, develop, execute, and manage transmission contracts between GRE and transmission owners and customers consistent with GRE's business interests and in compliance with regulatory requirements.
Total Rewards:
A typical starting range for this position is $105,000 - $144,000 annually. We offer market competitive base pay and adjust our offer accordingly based upon the value of the candidate's knowledge, skills and experience. Responsibilities: Job responsibilities include, but are not limited to
Member-owner and inter-utility issue resolution:
  • Partners with Manager, Transmission Business Relations to work with GRE member-owners to identify, understand, advocate, and resolve member-owner issues related to transmission service.
  • Develops member-specific project management work plans to assist in issue resolution. Monitors and tracks progress of issue resolution.
  • Coordinates internal processes across the division to bring closure to issues identified through member reliability assessments.
  • Assists the Manager, Transmission Business Relations with periodic outreach to member-owners to follow up on member reliability assessments and member transmission service issues to ensure member-owner satisfaction.
  • Creates tracking methods, including dashboards, to demonstrate resolution progress.
  • Partners with Manager, Transmission Business Relations to work with other transmission owners to coordinate and implement inter-utility plans to resolve member-specific transmission issues.
  • Participates on internal teams to analyze and select solutions to resolve member-owner transmission service issues.
  • Regularly reports to Manager, Transmission Business Relations the status of current and developing issues.

Transmission contracts:
  • Negotiates and drafts contracts, and contract modifications that mitigate risk to GRE and the member-owners and align with GRE's business objectives.
  • Manages interactions between GRE departments, transmission owners and customers, regulatory agencies, Midcontinent Independent System Operator ("MISO"), and legal counsel to execute contracts in a timely manner.
  • Resolves disputed contractual issues through consensus building.
  • Establishes and maintains relationships with other transmission owners and customers through consistent communication.

Contracts management and regulatory compliance:
  • Ensures compliance with contract provisions after execution of contracts.
  • Researches and stays current on industry standards, trends, and state and federal regulations applicable to transmission interconnection and transmission service agreements.

Qualifications:
Knowledge typically acquired through a
  • Bachelor's degree in business, engineering, legal studies, or energy related field.
  • A minimum of five years of experience preferred in the electric utility industry with business relations, contracts, regulatory processes, transmission tariffs, or related experience.
  • Additional course work in power systems engineering, business, law or regulatory is desirable.
  • Excellent business acumen and communication skills are required.

  • Familiarity with technology and operations of interconnected transmission systems.
  • Familiarity with, and ability to read transmission system one-line diagrams.
  • Familiarity with contracts structure, elements, negotiations, and administration.
  • Ability to independently plan, organize, prioritize time and workload to accomplish tasks and meet deadlines.
  • Ability to self-motivate, working independently and as part of a team.
  • Ability to coordinate assignments and manage multiple complex tasks concurrently.
  • Ability and responsibility to work safely alone and with others while following GRE safety rules, certifications, and procedures.
  • Ability and responsibility to ensure security procedures are followed including immediate notification of potential incidents.
