Job Description:
Design and Technical Oversight:
  • Review and evaluate mechanicaldesign drawings, specifications, and submittals for compliance with USACEand federal design standards.
  • Provide engineering oversightduring construction phases, including field inspections, testing, andverification of mechanical systems.
  • Support design development forHVAC, plumbing, fire protection, and related mechanical systems.
  • Coordinate with civil,electrical, and structural disciplines to ensure design integration andsystem performance.
  • Prepare technical reports,design analyses, and recommendations to support project delivery.
  • Participate in constructabilityreviews, value engineering, and life-cycle cost evaluations.

Construction and Quality Assurance:
  • Conduct field inspections andquality assurance surveillance for mechanical systems and related works.
  • Monitor Contractor QualityControl (QC) operations to ensure compliance with project specificationsand safety standards.
  • Receive, review, and processsubmittals and shop drawings using RMS; ensure proper documentation,review, and reporting.
  • Prepare and submit dailyinspection reports documenting progress, labor, materials, and anyobserved deficiencies.
  • Maintain records of materials,test results, and "as-built" conditions.
  • Conduct joint, pre-final, andfinal inspections and verify corrective actions are completed.
  • Inspect safety precautions andenforce corrective measures for noncompliance.
  • Participate in commissioningand testing of mechanical and control systems.

Project and Field Support:
  • Review construction materials,workmanship, and adherence to approved submittals.
  • Inspect installations ofmechanical systems, including HVAC, plumbing, fire protection, and relatedmechanical systems.
  • Verify performance of testingand collect samples for laboratory analysis.
  • Monitor project progress andestimate work completion percentages.
  • Assist with coordination forutility relocations (mechanical systems).

Qualifications:
  • Bachelor's degree in MechanicalEngineering from an accredited institution.
  • 5-10 years of relevantexperience in mechanical design, construction, or project inspection(USACE or federal experience preferred).
  • Professional Engineer (PE)license preferred but not required.
  • Proficiency with AutoCAD, RMS,and Microsoft Office Suite.
  • In-depth knowledge of NEC, UFC,NFPA, and USACE engineering procedures.
  • Strong documentation,reporting, and communication skills.
  • Ability to interpretconstruction schedules and safety plans.
  • Ability to travel to projectsites within the USACE Caribbean District as needed.

Preferred Experience:
  • Prior work on USACE, NAVFAC, orother federal design/construction projects.
  • Experience with backup powersystems, renewable energy, and energy efficiency initiatives.
  • Familiarity with design-builddelivery and government submittal processes.
  • Knowledge of LEED orsustainable design standards.
