Who You Are:
Amoskeag Health is seeking an experienced and dedicated Chief Financial Officer (CFO) who is responsible for leading, planning, organizing and overseeing Amoskeag Health's financial & administrative operations in support of our strategic goal to "achieve financial viability and position Amoskeag Health for growth.
What You'll Do:
General Management:
  • The CFO shall function as a member of the Senior Management team at Amoskeag Health. As such, the CFO shall work to ensure the continuity of and shall assist in the development of policy and procedures to be acted upon by the Board of Directors.
  • Responsible for preparation, attendance and reporting to the Finance Committee of the Board as well as the full Board of Directors meetings in accordance with policies established by management and the Board of Directors. Involvement with other Board-level committees may be frequent.
  • Responsible for effective leadership (recruitment, training, performance management, professional development) of staff in accordance with Amoskeag Health policies.

Financial Management:
  • The CFO is responsible for the development, implementation and monitoring of all financial systems, records and controls encompassing accounts payable, accounting, grants/contracts, payroll and the custody and control of Amoskeag Health assets in accordance with Amoskeag Health policies and Generally Accepted Accounting Principles (GAAP),
  • Responsible for compliance with all federal and state cost principles as they relate to grant activities
  • Responsible for all financial and statistical reports to be presented internally as well as those necessary for external third parties and regulatory agencies. The CFO shall actively participate in all audits by third parties, regulatory agencies and in the annual financial and benefit plan audit(s) for the Board of Directors.
  • Responsible for the oversight and administration of the organization's insurance programs, including liability, property, and other applicable coverage. Manages relationships with insurance brokers and agents, coordinates annual policy renewals, and supports the organization's Federal Tort Claims Act (FTCA) malpractice coverage.
  • Responsible for assisting in the development of annual goals, objectives and long-term planning used in conjunction with the development of the annual operating and capital budgets. Involvement with the Strategic Planning Committee, Personnel & compliance committees as it relates to financial planning is key.
  • Responsible for all managed care , Medicaid & Medicare contracting activities and renewals
  • Responsible for filing cost reports, federal and state tax returns, negotiating with lenders and meeting reporting requirements for various debt agreements.
  • Assist in developing dashboard reports to share with the senior leadership team on cash flow and billings/collections.
  • Responsible to review contracts or agreements as they pertain to 3rd parties, federal or state agencies, property, capital leases, or other operating leases as necessary.

Information Technology Management:
  • Responsible for the oversight of information systems vendor (s), y, and related policies, procedures and capital & infrastructure development to assure compliance with Federal, State and other regulatory bodies standards and regulations.

Security Officer (HIPAA)
  • Develop and maintain HIPAA Security Rule compliant security policies and procedures.
  • Assures risk assessments and audits of information systems are completed by staff and our IT Services Organization.
  • Assures that our IT Services Organization, in collaboration with management team members as appropriate, implements technical, physical, and administrative safeguards to protect ePHI.
  • Oversees the IT Services Organization Security Contract that includes monitoring systems for unauthorized access and investigating security incidents.
  • Manages the coordination of security training for all workforce members.
  • Upholds mitigation and response plans related to security breaches.

Amoskeag Health Representative:
  • The CFO shall be involved in the activities of external organizations (i.e. The City of Manchester, Bi-State, CHAN, etc.). As necessary, shall serve as a staff representative of Amoskeag Health to such organizations as well as the various committees of the Board, as indicated.
    • Representative of the organization as a member of the Children's Public Health Fund Board
    • Representative of the organization as a member of the Finance Committee of CHAN

Additional Responsibilities:
  • The CFO shall assist in the development and implementation of program additions or expansions and shall assist in the acquisition of appropriate funding to support program objectives.
  • Responsible for the day-to-day management and operations of Amoskeag Health in the absence of other Senior Management team members.
  • Trustee and administrator of Amoskeag Health's 403(b) plan. Responsible for overseeing Retirement Plan administration, compliance and updated plan selection.
  • Adherence to HRSA FQHC program requirements as relates to the CFO's areas of responsibility (for example: sliding scale fee discounts, patient account management, collection policies, , accounting principles, grant drawdowns, etc.).
  • Primary contact for federal and state reporting mechanisms, including UDS, Medicare Cost Report, FFR and other grant specific financial and statistical reporting.
  • Primary contact with banks and other financial institutions, HRSA and financial auditors.
  • Grant management oversight regardless of the source.
  • 340B program management, reporting, auditing and oversight. Attend and participate in Amoskeag Health meetings as directed.
  • Attend mandatory safety-related and infection control in-service training as designated by Senior Management Team.
  • Sensitivity to varied demographics, economic status and cultures of populations being served.
  • Other responsibilities and special projects as requested by the President/CEO

Requirements
What You'll Bring:
  • Master's degree in accounting or business administration or healthcare administration with specialization in accounting or finance with 4-6 years of experience in a senior management position within a Federally Qualified Health Center (preferred or similar organization);
    • or Bachelor's degree with 8-10 years of experience in a senior management position within a Federally Qualified Health Center (preferred or similar organization).
  • Demonstrated experience in, or knowledge of Federally Qualified Health Centers and government grants management policies preferred. Experience in high-growth organization is beneficial and preferred.
  • Broad executive-level health care finance management and leadership experience for a multi-faceted, multi-payer organization with complex business and technical demands.
  • Experience in billing federal, state, and private payers for health services, familiarity with key success metrics for revenue cycle management including department structure, tools and workflows.
  • Experience with AthenaOne's EMR preferred.
